Will Students Who Do Not Win Awards in the National Excellent Student Exam Receive Additional Points in University Entrance Exams?

May I ask if participating in the National Excellent Student Team but not winning any prize will disqualify one from direct university admission? However, will extra points be added for university entrance?

According to Clause 1, Article 7 of the Undergraduate Admission Regulations issued with Circular 09/2020/TT-BGDDT, the priority point policy for university entrance exams is regulated as follows:

* Priority Group 1 (UT1) includes the following subjects:

- Subject 01: Vietnamese citizens who are ethnic minorities with permanent residency (during high school or intermediate school) for more than 18 months in Area 1 as stipulated in point c, clause 4 of this Article;

- Subject 02: Workers directly involved in production for 5 consecutive years or more, among which at least 2 years were recognized and awarded by the provincial level or higher as emulation soldiers;

- Subject 03:

+ War invalids, sick soldiers, and those with a "Certificate of eligibility for policies like war invalids";

+ Active-duty military personnel, officers, non-commissioned officers, soldiers, and police in the People's Public Security Forces assigned for study with a service period of 12 months or more in Area 1;

+ Active-duty military personnel, officers, non-commissioned officers, soldiers, and police in the People's Public Security Forces assigned for study with a service period of 18 months or more;

+ Demobilized military personnel, officers, non-commissioned officers, soldiers, and police in the People's Public Security Forces, recognized for completing active duty service as per regulations;

+ Priority subjects stipulated in points i, k, l, m, clause 1, Article 2 of Ordinance No. 26/2005/PL-UBTVQH11 dated June 29, 2005, as amended and supplemented by Ordinance No. 04/2012/UBTVQH13 dated July 16, 2012, of the Standing Committee of the National Assembly on the preferential treatment of people with great contributions to the revolution;

- Subject 04:

+ Children of martyrs;

+ Children of war invalids with a working capacity decrease of 81% or more;

+ Children of sick soldiers with a working capacity decrease of 81% or more;

+ Children of revolutionaries affected by chemical toxins with a working capacity decrease of 81% or more;

+ Children of those with a "Certificate of eligibility for policies like war invalids" who have a working capacity decrease of 81% or more;

+ Children of heroes of the armed forces, and children of labor heroes;

+ Biological children of revolutionaries with deformities or disabilities due to the effects of chemical toxins who are receiving monthly allowances;

+ Children of those who contributed significantly to the revolution as stipulated in points a, b, d, clause 1, Article 2 of Ordinance 26/2005/PL-UBTVQH11 dated June 29, 2005, as amended and supplemented by Ordinance 04/2012/UBTVQH13 dated July 16, 2012, on preferential treatment for revolution contributors;

* Priority Group 2 (UT2) includes the following subjects:

- Subject 05:

+ Young volunteers assigned for study;

+ Active-duty military personnel, officers, non-commissioned officers, soldiers, and police in the People's Public Security Forces assigned for study with a service period of less than 12 months in Area 1 and less than 18 months in other areas;

+ Commanders and Vice-Commanders of commune, ward, or commune-level town military commands; Village/hamlet chiefs, platoon leaders of core militia forces, and core militia members who have completed core militia service for 12 months or more, applying for local military-related courses. The maximum tenure for preference is 18 months from the date of demobilization decision until the exam date or application for enrollment;

- Subject 06:

+ Vietnamese citizens who are ethnic minorities with permanent residency outside the areas stipulated for Subject 01;

+ Children of war invalids, children of sick soldiers, children of those eligible for policies like war invalids with a working capacity decrease of less than 81%;

+ Children of revolutionaries affected by chemical toxins with a working capacity decrease of less than 81%;

+ Children of revolutionaries or anti-enemy activists imprisoned or exiled;

+ Children of revolutionaries engaged in national liberation, nation defense, and international duty work certified for preferential policies according to Decree No. 31/2013/ND-CP dated April 09, 2013, by the Government of Vietnam detailing, and guiding the implementation of certain articles of the Ordinance on Preferential Treatment for Revolution Contributors;

+ Children of those who assisted the revolution;

- Subject 07:

+ Severely disabled individuals with disability certification issued by competent authorities as per Joint Circular No. 37/2012/TTLT-BLDTBXH-BYT-BTC-BGDDT dated December 28, 2012, by the Ministry of Labor - Invalids and Social Affairs, Ministry of Health, Ministry of Finance, and Ministry of Education and Training on the determination of disability levels by the Disability Assessment Council;

+ Outstanding workers from all economic sectors recognized at the provincial level or higher by titles such as excellent craftspersons or artisans, awarded certificates or creative labor badges by the Vietnam General Confederation of Labor or Central Youth Union of Ho Chi Minh Communist Youth Union;

+ Teachers with at least three years of teaching experience applying for pedagogical courses;

+ Nurses, pharmacists, orderlies, physicians, medical technicians, and holders of intermediate pharmacy degrees who have worked for three years or more applying for health sector courses;

* Other preferential subjects stipulated in existing legal documents will be considered and decided by the Minister of Education and Training;

* Individuals with multiple preferential categories will only enjoy the highest preferential category.

According to the above regulations, in the case you take the national excellent student exam but do not win a prize, you will not receive preferential points in university entrance exams.
