On June 15, 2023, the Department of Quality Management issued Official Dispatch 999/QLCL-QLVBCC 2023 on the use of foreign language certificates to exempt foreign language tests in the 2023 high school graduation assessment.
Following Official Dispatch No. 889/QLCL-QLVBCC dated June 9, 2023 of the Department of Quality Management on instructions for verifying foreign language proficiency certificates; To ensure legitimate rights for learners in the 2023 high school graduation assessment, the Department of Quality Management provides additional guidance as follows:
Candidates who have registered to take the 2023 high school graduation assessment can use foreign language proficiency certificates taken and issued after September 10, 2022 to consider exemption from taking the foreign language test according to regulations.
Thus, candidates who have registered to take the 2023 high school graduation assessment with a foreign language certificate issued after September 10, 2022 will be exempt from taking the foreign language test in Vietnam.
Can candidates who are exempt from the foreign language test in the high school graduation assessment obtain the score 10 for this paper to consider university scores?
In Article 35 of the Regulations on high school graduation assessments issued together with Circular 15/2020/TT-BGDDT, regulations on exemption from Foreign Language paper in high school graduation assessment are as follows:
Exemption from Foreign Language paper in high school graduation assessment
1. Eligible entities:
a) Members in the national team for the International Olympiad of Foreign Languages in accordance with the decision of the Minister of MOET;
b) Those who have required certificates in accordance with annual guidelines for administration of high school graduation exam issued by the MOET.
2. Candidates with exemption from Foreign Language paper shall obtain the score 10 for this paper for high school graduation assessment.
3. Those who choose not to be exempted from Foreign Language paper shall take the exam and his/her score will be used for the graduation assessment in the same way of non-exempt candidate’s case.
Thus, the exemption from the Foreign Language exam in recognition of high school graduation means the exam score for this paper is 10 points. However, this score will only be used to consider high school graduation and not to consider university scores in Vietnam.
In what cases are candidates exempted from taking the Foreign Language test when considering high school graduation in 2023 in Vietnam?
In Subsection dd, Section 2, Appendix III issued with Official Dispatch 1515/BGDDT-QLCL 2023, there are regulations on cases where candidates are exempted from taking the Foreign Language test in recognition of high school graduation in 2023, including:
- Member of the national team participating in the International Olympic Competition in Foreign Languages according to the Decision of the Minister of Education and Training.
- Candidates have one of the valid foreign language certificates (same or different from the foreign language subject being studied in high school), valid for use at least until June 27, 2023 and meet the minimum score according to table below:

For the Foreign Language test, candidates can choose to take the test in one of the following 7 (seven) languages: English, Russian, French, Chinese, German, Japanese and Korean. Candidates are required to register for a Foreign Language subject different from the Foreign Language subject they are studying at high school; Candidates who are continuing education students are allowed to register for the Foreign Language test to get university and college admission results.

- For candidates who wish to be exempted from the Foreign Language test, it is necessary to clearly state the type of foreign language certificate that qualifies for exemption or state that they are members of the national team participating in the International Foreign Language Olympiad according to regulations. of the Ministry of Education and Training
- For certificates that record test scores (full test scores), candidates must record scores in the "Test scores" box.
