Will children with 5 years of age studying at public preschool educational establishments be exempt from tuition from the school year of 2024 - 2025 in Vietnam?
According to Article 15 of Decree 81/2021/ND-CP, regulations on eligibility for tuition exemption are as follows:

5. Preschool children with 5 years of age living in hamlets with difficulties, communes in category III areas with ethnic minorities and mountainous regions, communes with particularly difficulties in coastal areas and islands according regulations of competent authority.
6. Preschool children with 5 years of age not specified under Clause 5 of this Article shall be exempted from tuition for the school year of 2024 - 2025 (starting from September 1, 2024).
7. Preschool children, students of formal education, and learners in continuous education facilities pursuing formal education program who are foster children or biological children of active servicemen and soldiers according to Clause 2 Article 6 of Decree No. 27/2016/ND-CP dated April 6, 2016 of the Government.

Thus, the tuition exemption for preschool children with 5 years of age is prescribed as follows:
- Currently (school year of 2023 - 2024): free tuition for preschool children with 5 years of age in hamlets with difficulties, communes in category III areas with ethnic minorities and mountainous regions, communes with particularly difficulties in coastal areas and islands
- From the school year of 2024 - 2025: free tuition for 5-year-old preschool children in the remaining regions. This means that all 5-year-old preschool children across the country studying at public preschool education facilities will be exempt from tuition in the school year of 2024 - 2025.

What is expected tuition exemption for preschool children at the age of universal preschool education?
In Clause 2, Article 2, the Draft Resolution on piloting universal preschool education for preschool children stipulates the following subjects of application:

State agencies; political organizations; social and political organizations; socio-political and professional organizations; socio-professional organizations, relevant organizations and individuals in 15 provinces and centrally run cities including: Vinh Phuc, Bac Ninh, Ninh Binh, Hai Phong, Lao Cai, Dien Bien, Son La, Hoa Binh, Da Nang, Kon Tum, Soc Trang, Ba Ria - Vung Tau, Ho Chi Minh City, Long An, Bac Lieu.
2. Children in the age group of universal preschool education are from 3 - 4 years old, 4 - 5 years old.
In Clause 2, Article 6, the Draft Resolution on piloting universal preschool education for preschool children stipulates incentives for preschool children in the age group to implement universalization as follows:

2. Benefit policy
a) Preschool children of universal age in public preschools are exempt from tuition; For other cases, tuition fee exemption and reduction is implemented according to support policies issued by the People's Council of provinces and centrally run cities.
b) Preschool children of universal age studying at universal preschool education establishments are supported with a minimum lunch fee of 360,000 VND/month/child (three hundred sixty thousand VND). Support time is calculated based on the actual number of months of study, but must not exceed 9 months/school year.
c) Preschool children of universal age studying at universal preschool education establishments are supported with learning expenses of 160,000 VND/month/child (one hundred sixty thousand VND). Support time is calculated based on the actual number of months of study, but must not exceed 9 months/school year.
Based on the socio-economic situation and the ability to balance local finances and budgets, the People's Committees of provinces and centrally run cities develop and submit to the People's Council at the same level for promulgation of norms. Specifically, tuition exemption, lunch support, and study cost support for preschool children of universal age.
Thus, children aged 3 - 4 years old and 4 - 5 years old in public preschools in provinces and cities applying the pilot universalization of preschool education will be exempt from tuition in Vietnam.
In addition, preschool children of universal age studying at universal preschool education establishments in Vietnam also enjoy the following incentives:
- Tuition exemption and reduction according to the decision of the Provincial People's Council;
- Minimum lunch support is 360,000 VND/month/child and maximum support for 9 months/school year;
- Support for learning expenses is 160,000 VND/month/child and support for a maximum of 9 months/school year.
