Who are eligible for tuition reduction and tuition financing in Vietnam?
Pursuant to Article 16 of Decree 81/2021/ND-CP, there are 02 cases eligible for tuition reduction and tuition payment support, specifically as follows:
1. Eligibility for a tuition reduction of 70% includes:
a) Students pursuing traditional arts and specific majors in public, private vocational education institutions and higher education institutions providing cultural - artistic training;
+ Folk theater musicians,
+ Hue traditional musicians,
+ Southern amateur music,
+ Theater actors,
+ Folk music performance art,
+ Ca tru art,
+ Bai Choi art,
+ Traditional musical instrument performance;
- Students pursuing traditional art forms;
b) Students in taxing, toxic, or hazardous occupations in case of vocational education as per lists of taxing, toxic, or hazardous occupations regulated by Ministry of Labor – War Invalids and Social Affairs;
c) Kindergarten children and students who are ethnic minorities (other than very minor ethnic minorities) in hamlets with particular difficulties, communes in category III areas, ethnic regions and mountainous regions, communes with difficulties in coastal regions and islands according to regulations of competent authority.
2. Eligibility for a tuition reduction of 50% includes:
a) Kindergarten children and students who are children of officials, public officials, or workers whose parent suffers from occupational accidents or diseases and receive regular benefits;
b) Preschool students, students of formal education, learners in continuous education facilities pursuing formal education program whose parent or parents or grandparents (if living with grandparents) are near-poor households according to regulations of Prime Minister.
3. Eligibility for tuition financing: Primary education students in private education institutions in areas with insufficient number of public education institutions shall receive financing for tuition.

What are tuition fees for preschools and formal education institutions in the 2023 - 2024 school year in Vietnam?
Pursuant to Clause 3, Article 9 of Decree 81/2021/ND-CP amended by Clause 1, Article 1 of Decree 97/2023/ND-CP regulating tuition range from the school year of 2023 – 2024 onwards specifically as follows:
- For educational institutions that have not yet guaranteed their own regular expenses: Stabilize the tuition fee collection rate from the 2023 - 2024 school year equal to the tuition collection rate of the 2021 - 2022 school year issued by the Provincial People's Council for application.
- For educational establishments that self-guarantee their regular expenses, educational establishments that self-guarantee their regular expenses and investment expenses: Educational establishments establish tuition fees based on economic-technical norms, cost norms, submit to the People's Committee to request the Provincial People's Council for consideration and approval.
Who are currently eligible for financing for studying costs in Vietnam?
According to Article 18 of Decree 81/2021/ND-CP, regulations on eligibility for financing for studying costs are as follows:
Eligibility for financing for studying costs
1. Kindergarten children, students in formal education institutions, and students in continuous education facilities pursuing formal education programs are left without both parents.
2. Kindergarten children, students in formal education institutions, and students in continuous education facilities pursuing formal education programs suffer from disabilities.
3. Preschool students, students of formal education, learners in continuous education facilities pursuing formal education program whose parents are poor households according to regulations of Prime Minister.
4. Kindergarten children, students in formal education institutions, and learners in continuous education facilities pursuing formal education institutions in particularly difficult hamlets, communes in category III areas in ethnic regions and mountainous regions, particularly difficult hamlets in coastal regions and islands according to regulations of competent authority.
According to this Article, eligibility for financing for studying costs in Vietnam include:
- Kindergarten children, students in formal education institutions, and students in continuous education facilities pursuing formal education programs when:
+ Left without both parents
+ Suffer from disabilities
+ Kindergarten children, students in formal education institutions, and learners in continuous education facilities pursuing formal education institutions in particularly difficult hamlets, communes in category III areas in ethnic regions and mountainous regions, particularly difficult hamlets in coastal regions and islands according to regulations of competent authority.
- Preschool students, students of formal education, learners in continuous education facilities pursuing formal education program whose parents are poor households.
