Who is appointed to associate professor title at University in Vietnam? After end of the term of office of Associate Professors at university, can they be re-appointed in Vietnam?
Lecturer A received the title of Associate Professor on 12/12/2012 recognized by the State Council of Professors, when teaching at University X, can he be appointed as Associate Professor at the university? After end of the term of office of Associate Professors at university, can he be re-appointed?
1. Who is appointed to associate professor title at University in Vietnam?
Pursuant to Article 25 of Decision 37/2018/QD-TTg stipulating requirements for appointment to the professor and associate professor title as follows:
1. Candidates must obtain recognition of accreditation for the professor or associate professor title, and meet appointment requirements of each higher education institution.
2. Candidates must obtain recognition of accreditation for the professor or associate professor title from foreign higher education institutions, and meet appointment requirements of each higher education institution. Foreign higher education institutions regulated in this clause have been appraised and accredited by an appraising organization authorized under the host country’s law.
In addition, Article 24 of Decision 37/2018/QD-TTg stipulates on determination of demands for appointment to the professor and associate professor title as follows:
1. Pursuant to the provisions laid down in the Law on Education, the Law on Higher Education, the Law on Public Officers and other relevant legislations; according to requirements concerning educational and scientific research quality and prestige of higher education institutions, the head of a higher education institution shall define the position, number, criteria and conditions for the appointment of professors and associate professors according to their positions, suitable to each training discipline but is not lower than the standards prescribed in this Decision, and make known to the public before implementation.
2. According to regulations in force and demands of higher education institutions, on an annual basis, the head of a higher education institution shall disclose position, quantity, standard and conditions for appointment to the professor and associate professor title at each major or specialty of each higher education institution before receipt of the application dossier for appointment.
According to this Article, lecturer A who has been recognized to meet the standards for the title of Associate Professor recognized by the State Council of Professors is eligible to be considered for appointment to the position of Associate Professor at the university, but must be based on the needs of the University but meet appointment requirements of each higher education institution in Vietnam.
2. After end of the term of office of Associate Professors at university, can they be re-appointed in Vietnam?
According to the provisions of Clause 5, Article 27 of Decision 37/2018/QD-TTg on processes for appointment to the professor and associate professor title as follows:
5. Term of office of the professor or associate professor shall be 05 years. After end of the term of office, the head of higher education institution shall organize the review or evaluation according to regulations on positions, quantity, standards and requirements for appointment to the professor or associate professor title in order to form a basis for re-appointment. Annual review of the professor or associate professor title shall be subject to applicable regulations applied to lecturers.
According to this Article, at the end of the term of office, the title of associate professor can be re-appointed based on evaluation according to the university's regulations in Vietnam.
