Who Has the Authority to Issue the Operational Regulations of Colleges?
According to the provisions of Clause 1, Article 7 of Circular 15/2021/TT-BLDTBXH (effective from December 15, 2021) as follows:
The organizational and operational regulations of the college are issued by the principal pursuant to the resolution of the school council for public colleges or pursuant to the resolution of the board of directors for private colleges based on the specific provisions in this Circular, suitable to the particular characteristics of the institution, and not contrary to relevant legal regulations.
Colleges under the people's armed forces shall apply pursuant to the provisions of this clause and the regulations applicable to units under the people's armed forces.
