      + Direct production workers who have worked continuously for 5 years or more, including at least 2 years as emulation soldiers recognized and awarded certificates of merit by the provincial level or higher;

      + Wounded soldiers, sick soldiers, people with "Certificate of people enjoying policies like war invalids;

      + Military personnel; officers, non-commissioned officers, and soldiers on active duty in the People's Public Security who are sent to study with a service period of 12 months or more in Region 1;

      + Military personnel; officers, non-commissioned officers, and soldiers on active duty in the People's Public Security who are sent to study with a service period of 18 months or more;

      + Military personnel; officers, non-commissioned officers, and soldiers serving in the People's Public Security who have been demobilized and recognized for completing their active duty service according to regulations.

      + Outstanding workers of all economic sectors from the provincial, ministerial level and above are recognized as good workers and artisans, and are awarded diplomas or Creative Labor badges from the Vietnam General Confederation of Labor or the Ho Chi Minh Communist Youth Union Central Committee;

      + Teachers who have taught for 3 years or more apply for teacher training majors;

      + Nurses, pharmacists, midwives, physicians, nurses, technicians, people with intermediate degrees in Pharmacy who have worked for 3 years or more are eligible to enroll in the right graduate major in the field of health.
