What are regulations on bonus points for the National High School Graduation Exam in 2024 in Vietnam?
Pursuant to Article 39 of the Regulation of high school graduation exam issued together with the Circular 15/2020/TT-BGDDT (amended by Clause 18 and 19, Article 1 of the Circular 06/2023/TT-BGDDT) stipulating bonus points for the National High School Graduation Exam in 2024 in Vietnam:
- The bonus points policy for the National High School Graduation Exam is applied to three groups of candidates: Group 1, Group 2, Group 3.
- Group 1 consists of normal candidates with no bonus points. Candidates in Group 2 and 3 shall receive the amount of bonus points.
- Group 2 : Candidates shall receive 0.25 point as bonus if they are one of the following subjects:
+ Continuing education candidates who are war invalids, sick soldiers, those receiving the same benefits as war invalids, sick soldiers with the degree of impairment under 81%;
+ Children of war invalids, sick soldiers; those who are receiving the same benefits as war invalids, sick soldiers with the degree of impairment under 81% , Hero of the People’s Armed Force, Hero of Labor; children of Vietnamese Heroic Mother, Hero of the People’s Armed Force, Hero of Labor;
+ Ethnic minority candidates;
+ Kinh ethnic people and foreigners with a permanent residence during high school for at least 3 years in extremely disadvantaged communes, border communes, former revolution bases; extremely disadvantaged communes in coastal areas and islands;
+ Communes in Zones I, II, III, communes with extremely disadvantaged villages in ethnic minority areas and mountainous areas according to current regulations of the Prime Minister of Vietnam or the Minister, Head of the Committee for Ethnic Minority Affairs and have attended high schools not located in districts of centrally affiliated cities for at least two-thirds of their high school time;
+ Those who are infected with dioxin,
+ Children of those infected with dioxin;
+ Children of revolutionary activists infected with chemical toxins;
+ Those who have deformities, malformations, working capacity loss as a result of exposing to chemical toxins certified by competent authorities;
+ Continuing education candidates whose age is 35 and above at the time of the exam.
- Group 3 : Candidates shall receive 0.5 point as bonus if they are one of the following subjects:
+ Minority ethnics people who live in extremely disadvantaged communes, border communes, former revolution bases;
+ Extremely disadvantaged communes in coastal areas and islands specified in current regulation by the Prime Minister;
+ Extremely disadvantaged communes in Zone I,II,III of mountainous areas and highlands specified in current regulation by the Committee of Ethnic Minority Affairs; study at high schools located outside the urban districts area of central-affiliated cities for at least two thirds of high school time.
+ Continuing education candidates who are war invalids, sick soldiers; those who are receiving the same benefits as war invalids, sick soldiers with the degree of impairment from 81% and above;
+ Children of war invalids, sick soldiers; those who are receiving the same benefits as war invalids, sick soldiers with the degree of impairment from 81% and above.
- Candidates with more than one benefit shall only enjoy the most beneficial one.
- Bonus point policy for other beneficiaries specified in current law will be decided by the Minister of MOET.

Candidates and eligibility requirements for examination
1. Candidates include:
a) Students who have finished the high school program in the year of exam;
b) Those who had finished the high school program but have yet taken or did not pass the high school graduation exams of previous years;
c) Those who obtain high school graduation diplomas or Diploma Level 4 of VQF/ Intermediate Professional Education Diploma now take the exam as the basis for university and college admission;
d) Other special cases subject to decision of the Minister of MOET.
