- Students in the fields of traditional and specific arts at vocational education centers, public and private higher education institutions with training in culture and arts, including: Traditional theater musicians, Hue traditional musicians, Southern folk music artists, stage actors, folk performing arts, ceremonial singing art, Bài chòi art, traditional musical instrument performances;

- Students specializing in royal court music, chèo, tuồng, cải lương, dance, circus arts; some heavy, hazardous, and dangerous occupations in vocational education according to the list of heavy, hazardous, and dangerous occupations regulated by the Ministry of Labor - Invalids and Social Affairs;

- Children in kindergarten and students who are ethnic minorities (excluding very small ethnic groups) in extremely difficult villages/communes, Zone III ethnic and mountainous areas, especially difficult coastal and island communes as prescribed by the competent authority.
