Which foreign language certificates are accepted for exemption from Foreign Language paper in high school graduation assessment in 2024 in Vietnam?

Pursuant to Article 35 of the Regulation of high school graduation exam issued together with the Circular 15/2020/TT-BGDDT (amended by Clause 15 Article 1 of the Circular 02/2024/TT-BGDDT) stipulating exemption from Foreign Language paper in high school graduation assessment:

Exemption from Foreign Language paper in high school graduation assessment

1. Eligible entities:

a) Members in the national team for the International Olympiad of Foreign Languages in accordance with the decision of the Minister of MOET;

b) Those who have one of the foreign language certificates specified in the appendix of this Regulation or foreign language certificates recognized by the Ministry of Education and Training as equivalent to Level 6 of the Vietnamese Framework of Reference for Languages (achieving at least Level 3). The foreign language certificate must be valid until the date of the examination procedure.

2. Candidates with exemption from Foreign Language paper shall obtain the score 10 for this paper for high school graduation assessment.

3. Those who choose not to be exempted from Foreign Language paper shall take the exam and his/her score will be used for the graduation assessment in the same way of non-exempt candidate’s case.

As regulated above, candidates taking the high school graduation exam in 2024 who possess one of the foreign language certificates specified in the Appendix issued with Circular 02/2024/TT-BGDDT are exempted from taking the Foreign Language exam in the high school graduation assessment in 2024. Specifically:

- IELTS 4.0 points

- B1 Preliminary

- B1 Business Preliminary

- Aptis ESOL B1

- Pearson English International Certificate (PEIC) Level 2

- Foreign language certificate according to the 6-Level Framework of Reference for Languages of Vietnam - Level 3.

Who are eligible for exemption from all papers of the high school graduation exam in 2024 in Vietnam?

Pursuant to Article 36 of the Regulation of high school graduation exam issued together with the Circular 15/2020/TT-BGDDT stipulating exemption from all papers of the high school graduation exam in 2024 in Vietnam:

[1] A person chosen to become a member in the national team for the International or Regional Olympiad of academic subject shall be exempt from all papers of the high school graduation examination if he/she:

- is chosen in the second semester of 12^th grade;

- has his/her conduct classified as Good and academic performance classified as Good or above in the 12^th grade; and

- is named in a list of exemption of the MOET.

[2] A person chosen to become a member in the national team for the International or Regional Olympiad of engineering or arts shall be exempt from all papers of the high school graduation examination if he/she:

- is chosen in the second semester of 12th grade;

- has his/her conduct classified as Average and academic performance classified as Average or above in the 12^th grade; and

- is named in an official dispatch on request for exemption and confirmation of training and taking test made by the recruiter sent to the DET before the date of high school graduation exam.

[3] People suffering from extremely severe disabilities and severe disabilities must satisfy the following requirements:

- In the case of disabled students who follow the general education program:

+ They must finish the high school program;

+ They must meet the requirements to take the high school graduation exam in 2024;

+ They must have the certificate of disability issued by the competent authority;

- In the case of disabled students who do not meet the requirements of the general education program:

+ They shall have the certificate of the implementation of the individual education plan each year at high school level approved by the headmaster of the school at which they studied;

+ They shall have the certificate of disability issued by a competent authority;

[4] Revolutionary activists infected with chemical toxins with the degree of impairment from 61% and above; offspring of revolutionary activists infected with chemical toxins with the degree of impairment from 61% and above must meet following requirements:

+ They must finish the high school program;

+ They must meet the requirements to take the high school graduation exam in 2024;

+ They must have the certificate of infection with chemical toxins with the working capacity loss from 61% and above issued by a competent authority.

What are papers of the high school graduation exam in 2024 in Vietnam?

Pursuant to Article 3 of the Regulation of high school graduation exam issued together with the Circular 15/2020/TT-BGDDT (amended by Clause 1 Article 1 of the Circular 02/2024/TT-BGDDT) stipulating papers:

The examination is organized into 5 (five) papers, including: 03 (three) independent papers: Mathematics, Literature, and Foreign Language (English, Russian, French, Chinese, German, Japanese, and Korean). 01 (one) combination paper in Natural Science consisting of Physics, Chemistry, and Biology. 01 (one) combination paper in Social Science consisting of History, Geography, and Civic Education for candidates studying in the general education program of high school or History, Geography for candidates studying in the vocational education program of high school.

Therefore, the high school graduation exam in 2024 will consist of 5 papers, including:

(1) 3 independent papers:

- Mathematics: 120 minutes

- Literature: 120 minutes

- Foreign Language (English, Russian, French, Chinese, German, Japanese, and Korean): 60 minutes

(2) 2 combination papers:

- Natural Science including Physics, Chemistry, and Biology (50 minutes/subject)

- Social Science including History, Geography, and Civic Education (50 minutes/subject)

Candidates must take all 5 papers to be eligible for high school graduation. They can choose one of the two combination tests to participate in.

Furthermore, for university admission, candidates will have to choose the appropriate subjects for the field of study they wish to apply for.
