Which entities are exempt from the Foreign Language paper in high school graduation assessment in 2024 in Vietnam?

Based on Article 35 of the Regulation of high school graduation exam issued together with Circular 15/2020/TT-BGDDT amended by Article 1 of Circular 02/2024/TT-BGDDT, it is stipulated that the exemption from Foreign Language paper in high school graduation assessment is as follows:

Exemption from Foreign Language paper in high school graduation assessment

1. Eligible entities:

a) Members in the national team for the International Olympiad of Foreign Languages in accordance with the decision of the Minister of MOET;

b) Possessing one of the foreign language certificates specified in the appendix of these regulations or foreign language certificates recognized by the MOET as equivalent to Level 6 of the Foreign Language Proficiency Framework for Vietnam (achieving Level 3 or higher). The foreign language certificate must be valid until the date of registration for the exam.

2. Candidates with exemption from Foreign Language paper shall obtain the score 10 for this paper for high school graduation assessment.

3. Those who choose not to be exempted from Foreign Language paper shall take the exam and his/her score will be used for the graduation assessment in the same way of non-exempt candidate’s case.

Therefore, the entities exempt from the Foreign Language paper in high school graduation assessment in 2024 include:

- Members in the national team for the International Olympiad of Foreign Languages in accordance with the decision of the Minister of MOET;

- Possessing one of the following foreign language certificates:

For English:

+ TOEFL ITP 450 points

+ TOEFL iBT 45 points

+ TOEIC (4 skills) Listening: 275; Reading: 275; Speaking: 120; Writing: 120

+ IELTS 4.0 points

+ B1 Preliminary

+ B1 Business Preliminary

+ B1 Linguaskill

+ Aptis ESOL B1

+ Pearson English International Certificate (PEIC) Level 2

+ Foreign language certificates according to Level 6 of the Foreign Language Proficiency Framework for Vietnam, Level 3

For Russian:

+ Tofl Level 1

For French:

+ TCF 300 points

+ DELF B1

For Chinese:

+ HSK Level 3

+ TOCFL Level 3

For German:

+ Goethe-Zertifikat B1

+ Deutsches Sprachdiplom (DSD) B1

+ Zertifikat B1

For Japanese:

+ JLPT Level N3

- Foreign language certificates recognized by the Ministry of Education and Training as equivalent to Level 6 of the Foreign Language Proficiency Framework for Vietnam, Level 3 or higher.

Note: The foreign language certificate must be valid until the date of registration for the exam.

Which candidates are eligible to take the national high school graduation exam in 2024 in Vietnam?

Based on the provisions of Clause 1, Article 12 of the Regulation of high school graduation exam issued together with Circular 15/2020/TT-BGDDT, the candidates and eligibility requirements for examination are as follows:

Candidates and eligibility requirements for examination

1. Candidates include:

a) Students who have finished the high school program in the year of exam;

b) Those who had finished the high school program but have yet taken or did not pass the high school graduation exams of previous years;

c) Those who obtain high school graduation diplomas or Diploma Level 4 of VQF/ Intermediate Professional Education Diploma now take the exam as the basis for university and college admission;

d) Other special cases subject to decision of the Minister of MOET.

Therefore, the candidates eligible to take the national high school graduation exam in 2024 include:

- Individuals who have completed the high school program in the year of the exam;

- Individuals who have completed the high school program but have not taken the high school graduation exam or have taken the exam but have not graduated from high school in previous years;

- Individuals who have a high school graduation diploma, individuals who have a vocational intermediate diploma taking the exam to use the results as a basis for enrollment;

- Some other special cases as decided by the Minister of the Ministry of Education and Training.

In which cases is the high school graduation certificate revoked in Vietnam?

Based on the provisions of Article 25 of the Regulation on management of lower secondary diplomas, upper secondary diplomas, Level 4 of VQF diplomas in teacher training, Level 5 of VQF advanced diplomas in teacher training, higher education degrees and certificates of the national educational system issued together with Circular 21/2019/TT-BGDDT, the revocation and annulment of degrees and certificates are as follows:

Revocation and annulment of degrees and certificates

1. A degree or certificate will be revoked and annulled in any of the following cases:

a) Fraudulence in admission, academic performance, examination or defense of the graduate project, thesis or dissertation, or in application for conferral of the degree or certificate;

b) The degree or certificate was granted to an ineligible person;

c) The degree or certificate was not issued by a competent person;

d) There is unauthorized amendment to the degree or certificate;

dd) The degree or certificate is used by another person;

e) An error from the issuing authority.

Therefore, the high school graduation certificate is revoked in the following cases:
