Which diplomas of national education system can be granted by vocational education and continuing education centers in Vietnam?
Pursuant to Clause 1 Article 4 of the Regulation on organization and operation of the Vocational Education - Continuing Education Center promulgated together with Circular 01/2023/TT-BGDDT stipulating tasks and powers of the Center as follows:
Tasks and powers of the Center
1. Organize the implementation of education and training programs:
a) Literacy eradication program.
b) Educational programs under the program for granting diplomas of the national education system include: continuing education program at lower secondary level and continuing education program at upper secondary school for beneficiaries of social policies, disabled people, subjects of high school age according to local annual plans, employees wishing to complete general education program.
c) The educational program meets the requirements of learners, updating knowledge and skills in the fields of: legal education, culture, society, sports, art, environment, health, economy and finance; skills education programs; technology transfer programs in labor and production contribute to improving labor productivity.
d) Training and retraining programs to improve professional qualifications and professional capacity, including: training in foreign languages, informatics, cultural knowledge; fostering ethnic minority languages for apartments and civil servants working in ethnic minority and mountainous areas: regular training for teachers; fostering teachers of preschools, primary schools, and junior high schools in organizing experience and career guidance activities; training programs for teachers to meet the requirements of improving professional qualifications: other training programs to improve professional qualifications and professional capacity for cadres, civil servants and public employees according to the local plan and the lifelong learning needs of the people.
Thus, the Center for Vocational Education - Continuing Education is allowed to grant diplomas of the national education system, which are diplomas of continuing education programs at the lower secondary level and continuing education programs at the upper secondary level.

The organizational structure of the Center includes: director, deputy directors; professional and professional groups; classes; production, business and service groups serving education and training activities (if any); emulation and commendation council, disciplinary council; scientific council, advisory council (when necessary).
Thus, the Center for Vocational Education - Continuing Education has an organizational structure including:
- Directors, deputy directors;
- Professional and professional groups;
- Classes;
- Production, business and service groups serving education and training activities (if any);
- Emulation and commendation council, discipline council;
- Scientific Council, Advisory Council (when necessary).

Councils of the Center
1. Emulation and commendation council
The Emulation and Commendation Council is established at the beginning of each school year to help the Center's director organize emulation movements and propose a list of rewards for officials, teachers, employees and students in the Center. The Emulation and Commendation Council is established and chaired by the Center's director. The members of the emulation and commendation council include: secretaries, party committees, deputy directors, some group leaders and classroom teachers.
2. Disciplinary Council
a) A Disciplinary Council for students is established to review or remove discipline against students on a case-by-case basis. The Student Disciplinary Council is established and chaired by the Center's director. The members of the council include: secretaries, committees, deputy directors, some group leaders, the teachers of the class with the offending students, some experienced teachers, and the head of the committee representing parents of students of the Center (for students of high school age).
b) The Disciplinary Council for cadres, teachers and employees is established to consider and recommend disciplinary actions against cadres, teachers and employees on a case-by-case basis. The establishment, composition and operation of the Disciplinary Council for cadres, teachers and employees shall comply with the provisions of law.
3. Advisory Council
The Advisory Council is established by the director according to the specific requirements of the job. Tasks, composition and operation time of the Advisory Council shall be prescribed by the Director of the Center. The members of the Council work on a case-by-case basis and are not paid.
Thus, in the Center for Vocational Education - Continuing Education, there are three councils, namely the Emulation and Commendation Council; Disciplinary Council; Advisory Council.
