On December 30, 2024, the Minister of Education and Training signed and issued Circular 29/2024/TT-BGDĐT regulating tutoring.
Circular 29/2024/TT-BGDĐT regulates tutoring for general education, continuing education, including: principles of tutoring, cases where tutoring is not allowed, organization of tutoring; responsibility for managing tutoring activities.
Circular 29/2024/TT-BGDĐT applies to those who teach tutoring, those who receive tutoring; organizations, individuals organizing tutoring and related organizations and individuals.
The latest Circular regulating tutoring is Circular 29/2024/TT-BGDĐT, effective from February 14, 2025, and replaces Circular 17/2012/TT-BGDĐT.

Is it permissible to charge fees for extracurricular teaching within schools in Vietnam?
Article 5 of Circular 29/2024/TT-BGDĐT regulates school-based tutoring as follows:
Article 5. School-Based Tutoring
- School-based tutoring is not allowed to charge students and is only for students registered for tutoring in each subject as follows:
a) Students with below-average results in a subject for the most recent semester;
b) Students selected by the school for advanced learning programs;
c) Final year students voluntarily registering for entrance exam preparation, graduation exam preparation according to the school's educational plan.
The school organizes students under the provisions of Clause 1 of this Article to write applications for subject-based tutoring in each grade level (according to Form No. 01 attached to this Circular).
Based on the number of registered students, the school develops a plan to organize tutoring for each subject in each grade level.
The class arrangement, timetable, and organization of tutoring must meet the following requirements:
a) Tutoring classes are arranged by subject for each grade level; each class has no more than 45 (forty-five) students;
b) Tutoring hours are not scheduled between regular classes, and no tutoring is conducted in advance of the curriculum's timeline;
c) Each subject is limited to not more than 02 (two) tutoring sessions per week.
- The plan for organizing tutoring is publicly announced on the school's website or posted at the school.
Thus, tutoring in schools is not permitted to charge students.
Additionally, school-based tutoring is only applicable to:
- Students with below-average results in a subject for the most recent semester;- Students selected by the school for advanced learning programs;- Final year students voluntarily registering for entrance exam preparation, graduation exam preparation according to the school's educational plan.
What are principles for tutoring in Vietnam?
Article 3 of Circular 29/2024/TT-BGDĐT regulates the principles of tutoring as follows:
- Tutoring is only organized when students (hereinafter referred to as students) have the need for additional classes, voluntarily attend, and with the consent of their parents or guardians (hereinafter referred to as parents). Schools, organizations, and individuals organizing tutoring cannot use any form to force students into tutoring.
- The content of tutoring must not violate Vietnamese law and must not be biased regarding race, religion, occupation, gender, or social status. It must not reduce the curricular content provided in the school's educational plan to introduce into tutoring.
- Tutoring must contribute to developing students' qualities, and abilities; it must not interfere with implementing the school's education program and the teachers' curriculum delivery.
- The timing, duration, location, and format of tutoring must be suitable for the students' ages, ensure their health, and comply with the legal regulations on working hours, overtime, and legal provisions regarding security, order, safety, environmental protection, and fire prevention in the tutoring area.
