The powers of the college principal are regulated in Clause 5 Article 16 of Circular 15/2021/TT-BLDTBXH (effective from 15/12/2021) as follows:

- Deciding measures to implement the school's policies, tasks, and powers as stipulated in Articles 8 and 9 of this Circular;

- Deciding the establishment of departments, specialized teams, professional organizations; faculties, departments, and affiliated organizations of the school according to the organizational structure approved in the school's regulations on organization and operation as stipulated in Article 10 of this Circular;

- Appointing, dismissing, and relieving the positions of heads, deputy heads of departments, faculties, and affiliated organizations of public colleges according to the hierarchical management of civil servants; appointing, relieving the positions of heads, deputy heads of departments, faculties, and affiliated organizations of private colleges;

- Recruiting, managing, and effectively utilizing the teaching staff, management officials, civil servants, and employees of the school according to the provisions of the law; deciding to enter into work contracts, labor contracts with teachers, management officials, and employees according to the provisions of the law on civil servants and the law on labor;

- Entering into vocational training contracts, supplementary contracts, and vocational training for learners according to the provisions of the law;

- Signing contracts for leasing, joint ventures, partnerships with other vocational education institutions, production facilities, business, and service establishments in training, supplementary training, vocational training activities; researching, applying scientific topics on vocational education, testing, applying and transferring new technologies to serve the socio-economic development of the ministry, sector, locality, or production, business, and service organizations according to the provisions of the law;

- Deciding rewards, disciplinary actions for teachers, management officials, civil servants, employees, and learners within the delegated authority;

- Deciding the establishment, dissolution of advisory boards of the school;

- Granting college diplomas, intermediate diplomas, elementary certificates, training certificates to learners according to the provisions of the Minister of the Ministry of Labor - Invalids and Social Affairs;

- Granting certificates of meeting the requirements of general secondary education knowledge to learners with a basic secondary education diploma, after studying and meeting the requirements of general secondary education knowledge according to the provisions of the Education Law and guiding documents for implementation;

- Considering the opinions of the advisory board before making decisions. In case of disagreement with the content of the advisory board, the principal shall make the decision, take personal responsibility for the decision, and report to the school council for public colleges or report to the board of trustees for private colleges at the nearest council meeting;

- Organizing self-inspection, inspection, and quality assurance activities in vocational education according to the regulations. Complying with recommendations, decisions on inspection, inspection, and quality assurance of vocational education by competent agencies and organizations;

- Enjoying benefits according to regulations.
