Clause 1, Article 11 of the Foreign Language Proficiency Assessment Test Regulations under the 6-level Foreign Language Proficiency Framework for Vietnam, issued together with Circular 23/2017/TT-BGDDT (amended by Clause 6, Article 1 of Circular 24/2021/TT-BGDDT), stipulates the format for the foreign language proficiency assessment test as follows:
Format
The listening, reading, and writing skills assessments are administered either on paper or via computer. From July 1, 2023, all skills assessments will be conducted on computers.
The speaking skill assessment is administered either in person or via computer.
For each test, based on practical conditions, the organizing body will announce whether the test format will be on paper or computer, or if the speaking test will be in person or on a computer, to inform candidates before registration.
Hence, all skills in the foreign language proficiency assessment test according to the 6-level framework will be conducted on computers.

What are the responsibilities of candidates taking the foreign language proficiency assessment test in computer-based format in vietnam?
Clause 8, Article 8 of the Foreign Language Proficiency Assessment Test Regulations under the 6-level Foreign Language Proficiency Framework for Vietnam, issued together with Circular 23/2017/TT-BGDDT, stipulates the responsibilities of candidates taking the test in a computer-based format as follows:
- Thoroughly understand the instructions for taking the computer-based test from the organizing body's website before registering for the test.- Receive the computer and take the test on the computer as follows:
+ Receive the computer, familiarize with it; receive account credentials and log in to take the test on the computer;
+ Follow the instructions for each part of the test or each skill assessment;
+ Report any computer malfunctions or other anomalies to the proctor immediately during the test;
+ Do not log out of the account during the test nor restart the screen, computer, or connection by any means;
+ Follow the proctor's instructions after the test time ends;
+ Submit the account credentials, scratch paper, sign the attendance sheet, and the results list (if any) before leaving the test room.
- Do not tamper with sealed areas on the computer until the end of the test. Do not copy exam questions or materials in any form. Do not use any programs other than the foreign language proficiency assessment program installed on the computer during the test, even for scratch work.
