What are the objectives of upper secondary education?
Pursuant to Article 29 of the Education Law 2019 which stipulates the objectives of general education in Vietnam:
Article 29. Objectives of general education
- general education aims to develop comprehensively learners' ethics, intelligence, physical fitness, aesthetics, basic skills, and personal capacity; foster dynamic and creative individuals; shape the socialist Vietnamese personality and civic responsibility; prepare learners to continue higher education, vocational education, or engage in labor, and to build and protect the homeland.
- Primary education aims to form the initial foundation for the development of students’ ethics, intelligence, physical fitness, aesthetics, and capabilities; prepare students to continue secondary education.
- Lower secondary education aims to consolidate and develop the outcomes of primary education; ensure students have foundational, general educational knowledge, minimal technical knowledge, and career orientation to continue higher secondary education or vocational education programs.
- Upper secondary education aims to provide civic knowledge; ensure students consolidate and develop the outcomes of lower secondary education, complete general education, and have basic technical and career orientation knowledge; create conditions for students to develop their capacity to choose their development path, continue higher education, vocational education, or engage in labor, build and protect the homeland.

2. Requirements for the content of general education at various levels are stipulated as follows:
a) Primary education must ensure the foundational development of students' physical, emotional, and social skills; provide basic, essential understanding of nature, society, and humans; foster social moral awareness; develop basic skills in listening, speaking, reading, writing, and arithmetic; inculcate habits of physical exercise, hygiene maintenance; and provide initial knowledge of singing, dancing, music, and arts;
b) Lower secondary education consolidates and develops the content learned in primary education, ensuring students have fundamental general knowledge about Vietnamese language, mathematics, national history, and other necessary knowledge in social sciences, natural sciences, law, ICT, foreign languages, and minimal technical and career orientation knowledge;
c) Upper secondary education consolidates and develops the content learned in lower secondary education, completing the content of general education; ensures a comprehensive, basic standard of general education knowledge and career orientation for students, with advanced content in certain subjects to develop capabilities, meet students’ aspirations.
