On March 8, 2024, the Ministry of Education and Training issued Decision 764/QD-BGDDT 2024 regulating the structure and format of the High School Graduation Exam from 2025.
According to this regulation, the structure and format of the exam serve as the basis for building the exam question bank and creating the High School Graduation Exam from 2025.
In Appendix A - Structure and Format of the High School Graduation Exam from 2025, issued with Decision 764/QD-BGDDT 2024, the structure of the exam is as follows:

- Subject: Literature;
- Exam time: 120 minutes.
- The exam consists of 2 parts (Reading comprehension and Writing).

- Part 1 consists of multiple-choice questions with 4 options, choosing 1 correct answer.
- Part 2 consists of true/false multiple-choice questions. Each question has 4 statements, and the candidate chooses whether each statement is true or false.
- Part 3 consists of short-answer multiple-choice questions. The candidate fills in the corresponding boxes with their answers.
In addition, in Section 2 of Appendix A - Structure and Format of the High School Graduation Exam from 2025, issued with Decision 764/QD-BGDDT 2024, the scoring method for the High School Graduation Exam in 2025 is as follows:
(1) For essay questions, the maximum total score is 10 points.
- Part 1 - Reading comprehension: 4 points.
- Part 2 - Writing: 6 points.
(2) For multiple-choice questions, the maximum total score is 10 points.
- Part 1: Each correct answer is awarded 0.25 points.
- Part 2:
+ If the candidate selects 1 correct statement in a question, they are awarded 0.1 points;
+ If the candidate selects 2 correct statements in a question, they are awarded 0.25 points;
+ If the candidate selects 3 correct statements in a question, they are awarded 0.5 points;
+ If the candidate selects all 4 correct statements in a question, they are awarded 1 point.
- Part 3:
+ For Mathematics: Each correct answer is awarded 0.5 points.
+ For other subjects: Each correct answer is awarded 0.25 points.
Note: For the subject of Computer Science, in Part II of the question, there will be 2 questions for all candidates; 2 questions for candidates following the Computer Science direction; and 2 questions for candidates following the Applied Informatics direction.

On November 28, 2023, the Ministry of Education and Training issued Decision 4068/QD-BGDDT 2023 approving the "Plan for organizing the Exam and recognizing High School Graduation from 2025".
Based on Section 5 of the Plan for organizing the Exam and recognizing High School Graduation from 2025, issued with Decision 4068/QD-BGDDT 2023, the subjects for the High School Graduation Exam are regulated as follows:
Subjects:
Candidates are required to take the subjects of Literature, Mathematics, and 2 elective subjects from the remaining subjects studied in grade 12 (Foreign Language, History, Physics, Chemistry, Biology, Geography, Economics and Law Education, Computer Science, Technology).
Based on Section 4 of the Plan for organizing the Exam and recognizing High School Graduation from 2025, issued with Decision 4068/QD-BGDDT 2023, the exam formats are regulated as follows:

Candidates can choose 2 elective subjects from the remaining subjects studied in grade 12, such as Foreign Language, History, Physics, Chemistry, Biology, Geography, Economics and Law Education, Computer Science, Technology.

Is the High School Graduation Exam 2025 in Vietnam conducted on paper or computer?
Based on Section 9 of the Plan for organizing the Exam and recognizing High School Graduation from 2025, issued with Decision 4068/QD-BGDDT 2023, the implementation timeline is regulated as follows:
Implementation timeline:
- The exam plan will be implemented from 2025.
- From 2025 to 2030: Maintain the stability of paper-based exams.
- After 2030: Gradually pilot computer-based exams for multiple-choice subjects in localities that meet the conditions (may combine paper-based and computer-based exams). When all localities nationwide meet the conditions, the High School Graduation Exam will be conducted on computer for multiple-choice subjects.
- Continue research according to the timeline and criteria to build a shared question bank/library when conditions are met to implement decentralization for localities and educational institutions to organize quality assessment exams at the high school level instead of a national exam, at the same time. In the process of implementation, adjustments may be made to ensure suitability with the country's economic and social context.
Therefore, from 2025 to 2030, the High School Graduation Exam 2025 will be conducted on paper, and after 2030, there will be a gradual transition to computer-based exams for multiple-choice subjects.
