What are the Requirements for General Education Content at the Primary Level in Vietnam?
Based on Article 30 of the Law on Education 2019, the requirements for content and methods of general education in Vietnam are stipulated as follows:
Article 30. Requirements for Content and Methods of General Education
1. The content of general education must ensure its public, basic, comprehensive, career-oriented, and systematic nature; be linked with real-life experiences, appropriate to the psychological characteristics of students' age, and meet the educational objectives at each educational level.
2. The requirements for general education content at different educational levels are stipulated as follows:
a) Primary education must ensure that students achieve a comprehensive foundation in physical, emotional, and social skills; have basic and necessary knowledge about nature, society, and humans; possess social moral awareness; basic skills in listening, speaking, reading, writing, and calculating; develop habits of physical exercise and personal hygiene; have initial knowledge in singing, dancing, music, and fine arts;
b) Lower secondary education consolidates and develops the content learned in primary education, ensuring that students acquire basic general knowledge of Vietnamese, mathematics, national history; other knowledge in social sciences, natural sciences, law, information technology, foreign languages; essential minimal understanding of technical and career orientation;
c) Upper secondary education consolidates and develops the content learned in lower secondary education, completes the general education content; ensures comprehensive and basic general education knowledge and career orientation for students, with advanced content in some subjects to develop competencies and meet students' aspirations.
3. The methods of general education stimulate the positive, voluntary, active, and creative characteristics of students, suitable for the nature of each subject, class, and students' characteristics; foster self-study methods, learning motivation, cooperation skills, independent thinking abilities; develop the learners' overall qualities and abilities; enhance the application of information technology and communication in the educational process.
Thus, the general education content requirements at the primary level are as follows:
- Ensure students acquire a comprehensive foundation in physical, emotional, and social skills
- Possess basic and necessary knowledge about nature, society, and humans
- Develop social moral awareness
- Have basic skills in listening, speaking, reading, writing, and calculating
- Develop habits of physical exercise and personal hygiene
- Have initial knowledge in singing, dancing, music, and fine arts
Who has the authority to confirm the completion of primary education in the academic transcript in Vietnam?
Based on Article 34 of the Law on Education 2019, the confirmation of completion of primary, lower secondary, and upper secondary education programs and the issuance of graduation diplomas are regulated as follows:
Article 34. Confirmation of Completion of Primary, Lower Secondary, and Upper Secondary Education Programs and Issuance of Graduation Diplomas
1. Students who have completed the primary education program and meet the conditions prescribed by the Minister of Education and Training shall have their academic transcripts confirmed by the principal of the school as having completed the primary education program.
2. Students who have completed the lower secondary education program and meet the conditions prescribed by the Minister of Education and Training shall be awarded a lower secondary school diploma by the head of the education agency of the district-level People's Committee.
3. Students who have completed the upper secondary education program and meet the conditions prescribed by the Minister of Education and Training shall be eligible to take the examination, and upon meeting the requirements, shall be awarded an upper secondary school diploma by the head of the education agency of the provincial-level People's Committee.

According to the above provisions, the principal of the school has the authority to confirm the academic transcript for the completion of the primary education program.
