What are requirements for extra classes outside school in Vietnam?
Pursuant to Article 6 of Circular 29/2024/TT-BGDDT stipulating extra classes:
Article 6. Extra classes
- Organizations or individuals organizing extra classes activities charging students (hereinafter referred to as extra-school sources) must comply with the following requirements:
a) Register business according to the provisions of law;
b) Publicly announce on the electronic portal or list at the location of the extra-school source the subjects being taught, the teaching duration for each subject by class levels, the location, format, and schedule of the extra classes, and the list of teachers and tuition fees before enrolling extra-class students (as per Form No. 02 in the Annex accompanying this Circular).
- Teachers participating in extra classes must ensure possessing good moral character and appropriate expertise and competency for the subjects they teach.
- Teachers currently teaching at schools who participate in extra classes must report to the Principal or Director or head of the school (hereinafter referred to as the Principal) about the subjects, locations, formats, and schedule of their extra classes participation (as per Form No. 03 in the Annex accompanying this Circular).

Pursuant to Article 83 of Education Law 2019 stipulating the rights of students:
Article 83. Rights of Students
- To receive education and learning to develop comprehensively and unleash their full potential.
- To be respected; to have equal educational and learning opportunities; to develop talents, aptitudes, creativity, and inventions; to be fully informed about their study and training.
- To accelerate learning, reduce program completion time, study beyond the age norm, extend study time, repeat a class, and be facilitated to study educational programs as regulated by law.
- To learn in a safe, healthy educational environment.
- To be granted diplomas, certificates, confirmations upon graduation at each educational level, training level, and completion of educational programs as regulated.

- To participate in activities of organizations and social entities within educational institutions as prescribed by law.
- To utilize facilities, libraries, equipment, and means necessary for educational, cultural, physical, and sports activities of the educational institution.
- To directly or via their legal representative propose solutions to the educational institution contributing to the construction of the educational institution, protecting the rights and interests of students.
- To enjoy state preferential policies in recruitment into state agencies if graduating with excellence and possessing good morality.
- To appoint a representative to participate in the school council in accordance with regulations.
