What are standardized educational qualifications of teachers in Vietnam?
According to Article 72 of the Education Law 2019 specifying the standardized educational qualifications of teachers in Vietnam:
Article 72. standardized educational qualifications of teachers in Vietnam
1. The standard training levels for educators are specified as follows:
a) Holding a college degree in education or higher for preschool teachers;
b) Holding a bachelor's degree in the field of teacher education or higher for primary school, lower secondary school, and upper secondary school teachers.
In the case of subjects lacking teachers with a bachelor's degree in teacher education, a bachelor's degree in a relevant discipline and a certificate in pedagogical training are required;
c) Holding a master's degree for educators teaching at the university level; holding a doctorate for educators teaching, guiding master's theses, and doctoral dissertations;
d) The standard training levels for educators teaching in vocational education institutions are implemented according to the provisions of the Vocational Education Law.
2. The Government of Vietnam regulates the roadmap for raising the standard training levels for preschool, primary school, and lower secondary school teachers as specified in points a and b, clause 1 of this Article. The Minister of Education and Training, the Minister of Labor - Invalids and Social Affairs, within the scope of their duties and powers, regulate the employment of educators in cases where they do not meet the requirements specified in clause 1 of this Article.
Thus, the standard qualification level for upper secondary school teachers is holding a bachelor's degree in the field of teacher education or higher.
What are the duties of upper secondary school teachers in Vietnam?
According to Article 27 of the regulations for lower secondary schools, upper secondary schools, and combined schools, issued together with Circular 32/2020/TT-BGDDT outlining the duties of teachers in Vietnam:
Article 27. Duties of Teachers
Implement the tasks of organizing teaching and educational activities according to the school's educational plan and the specialized group’s educational plan; manage students in educational activities organized by the school; participate in professional activities; be responsible for the quality and effectiveness of education.
Cultivate ethics, uphold a sense of responsibility, maintain the teacher's quality, honor, and reputation; serve as a role model to students; love, treat fairly, and respect students' personality; protect the legitimate rights and interests of students; be united and supportive of colleagues.
Engage in learning and training to improve health, political ideology, professional qualifications, and pedagogical skills, innovate teaching and education methods.
Participate in professional training and development.
Contribute to the local lower secondary education universalization program.

Thus, upper secondary school teachers in Vietnam have the following duties:
- Implement the tasks of organizing teaching and educational activities according to the school's educational plan and the specialized group’s educational plan; manage students in educational activities organized by the school; participate in professional activities; be responsible for the quality and effectiveness of education.
- Cultivate ethics, uphold a sense of responsibility, maintain the teacher's quality, honor, and reputation; serve as a role model to students; love, treat fairly, and respect students' personality; protect the legitimate rights and interests of students; be united and supportive of colleagues.
- Engage in learning and training to improve health, political ideology, professional qualifications, and pedagogical skills, innovate teaching and education methods.
- Participate in professional training and development.
- Contribute to the local lower secondary education universalization program.
- Fulfill the duties of a citizen, comply with the laws and regulations of the education sector, and follow the decisions of the principal; perform tasks assigned by the principal, subject to the inspection and evaluation of the principal and educational management authorities.
- Cooperate with the Ho Chi Minh Young Pioneers Organization, the Ho Chi Minh Communist Youth Union, the Vietnam Youth Union, students’ families, and relevant social organizations to organize educational activities.
- Perform other duties as prescribed by law.
