What is renaming, moving and removing majors in the list of academic majors in higher education in Vietnam?
According to Article 7 of Circular 09/2022/TT-BGDDT (Effective from July 22, 2022), regulations on renaming, moving and removing majors in the list are as follows:
1. A major in the list may be renamed or moved if the following requirements are met:
a) The new name and position of the major must be more suitable than the old ones according to regulations on classification and arrangement specified in Article 5 hereof;
b) The current name or position of the major in the list is assessed as inconformity in comparison with at least two classifications of common academic programs and majors in the world (except for some majors which are only available in Vietnam or majors relating to national defense and security);
c) The renaming and movement of the major in the list must be conformable to its development trend, and be consented by at least two thirds of training institutions providing training in this major in Vietnam.
2. A major, after being renamed, still remains its major code and application period. A major, after being moved, will be granted a new major code which is conformable to the new field and discipline and must have effective period of applicability specified; and the old major code must not be removed from the list but it will be declared invalid.
3. A major in the list of official majors can be removed when it is no longer needed and all training institutions that used to provide training in this major accept its removal and no longer provide training in such major. If a major which has been granted its official major code (excluded in the list of experimental majors), after being removed from the list, its major code and name will be remained but invalid.
4. A major in the list of experimental majors can be removed if it is not moved to the list of official majors within 10 years from the date on which it is added to the list of experimental majors.

What are regulations on advisory council for academic majors in Vietnam?
In Article 8 of Circular 09/2022/TT-BGDDT, the advisory council for academic majors is stipulated as follows:
1. On the basis of proposals of training institutions, the Minister of Education and Training shall establish an advisory council for academic majors (hereinafter referred to as “the council”) according to Article 8 hereof to provide advices, assist the Minister in considering and deciding update of the list, including update of the list of official majors and the list of experimental majors (using the Form in Annex II).
2. Organizational structure and members’ standards of the council
a) The council shall have a Chairperson, Deputy Chairpersons, members and secretaries who are prestigious experts and have experience in management or qualifications conformable to relative fields of study and majors;
b) The council shall have at least 09 members, including representatives of the Ministry of Education and Training; representatives of state regulatory authorities for fields closely related to academic majors; representatives of some training institutions; representatives of enterprises, associations, professional organizations and other experts.
3. Duties and entitlements of the council
a) Determine majors which need to be added, renamed, moved or removed from the list according to regulations herein;
b) Consider the satisfaction of requirements for addition of new majors, renaming, movement and removal of majors in the list according to regulations herein; request representatives of training institutions to additionally provide evidence and explanations when necessary;
c) Discuss, vote, report and request the Minister of Education and Training to decide which contents are needed to be updated in the list;
d) Assume responsibility for providing explanations about reports and requests to the Minister of Education and Training.
