Alternative administrative procedures, exam and admission fields fall within the scope and management functions of the Ministry of Education and Training issued together with Decision 1584/QD-BGDDT in 2021 on regrading high school graduation exams as follows:

3. Regrade the high school graduation exam

3.1 Implementation sequence:

a) Candidates taking the High School Graduation Exam must submit their application for regrading at the place of registration for the exam within 10 days from the date of announcement of exam scores.

b) The place registering for the exam submits data about candidates registering for re-examination to the Department of Education and Training.

c) The Department of Education and Training transfers data of candidates registered for re-examination to the Examination Council for implementation.

d) Test scores are adjusted after re-examination by the Head of the Re-examination Committee and submit it to the Chairman of the Examination Council for decision and update candidates' scores after re-examination into the exam management software system according to regulations of the Ministry of Education and Training.

d) Announce the re-examination results to candidates.

Thus, with the above regulations in Vietnam, the exam regrade period is 10 days from the date of announcement of test scores.

What is exam regrading process in Vietnam?

According to Article 4, Appendix V on exam marking, test marking, and regrade issued together with Official Dispatch 1523/BGDDT-QLCL in 2022 as follows:

After announcing the exam results, the organizing units will regrade the exam according to the provisions of Chapter VII of the Exam Regulations; Note the following points:

a) Components that do not directly participate in professional work at the Examination Board such as police, security, healthcare, and service can participate in the regrade Board.

b) The Head of the regrade Board is responsible for organizing the collection of information receiving and transmitting equipment from those performing tasks at the regrade Board right before each regrade session and is responsible for storing and preserving the equipment during the implementation of the re-examination session with the coordination of ensuring security and safety of the police.

c) Regrade the multiple-choice exam

- Regrading multiple-choice exams is done according to Clause 5, Article 33 of the Exam Regulations.

- The Multiple Choice Exam regrade Board receives regrade account information on the software from the Ministry of Education and Training sent by email [email protected] (receiving emails to the Ministry of Education and Training is done outside the regrade marking area).

- The multiple-choice exam regrade board receives a CD containing regrade data (an Excel file containing a list of candidates requested for regrade by subject), a CD containing information when grading (which the multiple-choice exam regrade board handed over to Exam Council), scanners, servers and workstations, ... from the Exam Council.

- The Multiple Choice Exam regrade Board enters the regrade data into the Software, checks the exam of candidates who request a regrade to compare each answer on the candidate's Multiple Choice Answer Sheet with the scanned image and results. Identify and correct errors on the Multiple Choice Exam Marking Software saved during the exam marking process. If errors are detected, make adjustments on the multiple-choice testing software to score and issue a regrade report.

- After grading is completed, the multiple-choice exam regrade committee will export the report data (CD4). Note: The CD4 contains a backup copy of the software's database. Check the contents of the CD4 disc to see if there are all folders and files as in the software instructions.

- The deadline for sending the CD4 multiple-choice exam regrade results data disc and completing the multiple-choice exam regrade is according to the Work Schedule for the 2022 High School Graduation Exam in Appendix I.

d) Regrade the essay test

- The Mark Making Committee appoints at least 03 people to make new beats for the exam papers of candidates with appeal applications. The person making the beat must be completely isolated from the time they perform the beat-making task until the completion of the regrading.

- Making new beats for exams is done by the Beat Making Committee according to the process of making 1 round beats using the Exam Support Software provided by the Ministry of Education and Training or making beats manually; Seal the old beat number and mark the new beat number before handing over the test bags with new beats to the Examination Council Secretariat.

- The essay exam regrade committee organizes the re-marking of the exam according to the marking instructions, ensuring the principle of 02 officials independently marking one exam.

d) Update candidates' scores after re-examination into the Exam Management System and report results after re-examination according to the provisions of Article 33 of the Exam Regulations.

e) Prepare re-examination documents, including: Decision to establish the Re-examination Board, minutes of the Re-examination Board, minutes of dialogue between examiner pairs (if any), list of candidates whose scores are changed test.
