What is method of admission in university and college enrollment in preschool education in Vietnam?

Pursuant to Article 6 of the Regulation on university and college enrollment in preschool education promulgated together with Circular 08/2022/TT-BGDDT on method of admission in university and college enrollment in preschool education is as follows:

1. The training institution shall decide on one or several methods of enrollment (entrance examination, admission examination or a combination of entrance examination), which shall apply to the whole training institution or to some programs separately, industry, field and form of training. A program or training branch can use several enrollment methods at the same time.

2. Each enrollment method must clearly specify the evaluation and admission criteria and how to use a combination of criteria to classify, rank and determine the admission conditions for candidates at the request of the candidates. training programs and disciplines. Criteria for assessment and admission must be based on the requirements of the background knowledge and core competencies that candidates need to study in the training program or industry.

3. For the method of enrollment based on academic results, exam results for each subject (including summaries of high school subjects, exam scores of high school graduation subjects and other assessment results):

a) The combination of subjects used for admission consideration includes at least 3 subjects suitable to the characteristics and requirements of the training program (coefficients can be calculated for each subject), including mathematics or literature;

b) A discipline, a training program may use several combinations of subjects simultaneously, in which the difference between these combinations can be specified when determining the conditions for admission;

c) Do not use more than 4 selection combinations for a discipline, a training program (except for the case where the combinations of subjects differ only in foreign languages).

4. For an industry or training program, there are separate criteria for each selection method or selection combination:

a) The allocation of criteria between the methods and combinations of selection must have a reasonable basis; not cause unfairness to candidates who choose different methods and combinations of admission;

b) The change or addition of the selection method or combination must have a reasonable basis and schedule; do not reduce the target allocation ratio of a method or combination used in the previous year by more than 30% (in the target structure of the sector or training program) unless such change or addition has already announced at least 1 year before the time of registration opening.

5. The training institution shall be responsible for explaining the scientific and practical bases in determining the enrollment method, the recruitment examination method, the selection selection combination and the allocation of enrollment quotas; which is based on analysis, evaluation and comparison of the academic results of the admitted students every year.

What are priority policies in university and college enrollment in preschool education in Vietnam? 

Pursuant to the provisions of Article 7 of the Regulation on university and college enrollment in preschool education promulgated together with Circular 08/2022/TT-BGDDT, priority policies in university and college enrollment in preschool education as follows:

1. Priority by region (according to Annex I of the Regulation)

a) Priority points applied to Region 1 (KV1) are 0.75 points, rural areas 2 (KV2-NT) are 0.5 points, Region 2 (KV2) are 0.25 points; area 3 (KV3) is not given priority points;

b) The enrollment area of ​​each candidate is determined by the location of the school where the candidate has studied the longest during the high school (or intermediate) level; if the study time (longest) in the same areas, it shall be determined according to the area of ​​the school in which the candidate attended last;

c) The following cases are entitled to regional priority according to the place of permanent residence:

- Students of boarding schools for ethnic minorities are entitled to the State's priority and preferential regimes according to regulations;

- Students who have permanent residence (during high school or intermediate school) for more than 18 months in zone III communes and communes with extremely difficult villages in ethnic minority and mountainous areas as prescribed by the Chairman of Committee for Ethnic Minority Affairs and Prime Minister; particularly difficult communes in coastal and island areas; extremely difficult communes, border communes, and safe zone communes in the investment category of Program 135 (according to Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister); especially disadvantaged villages and communes in the areas prescribed by the Prime Minister if they attend high school (or intermediate school) in a district, town or city directly under the province with at least one of these communes.

- Military; Officers, non-commissioned officers and conscripts in the People's Public Security who are sent to be recruited, if they are stationed for 18 months or more in any region, they shall enjoy priority according to that region or according to their places of permanent residence before joining the army. five, whichever has higher priority; if they are stationed for 18 months or more in areas with different priority levels, they shall enjoy priority according to the regions with longer periods of stationing; if under 18 months, they will enjoy regional priority according to the place of permanent residence before enlistment;

d) From 2023, candidates will be entitled to the regional priority policy as prescribed in the year of graduating from high school (or intermediate school) and the following year.

2. Priority according to policy objects (according to Appendix II of the Regulation)

a) The priority score applied to UT1 group (including subjects 01 to 04) is 2.0 points and to UT2 subjects group (including subjects 05 to 07) is 1.0 points;

b) Priority points for other policy beneficiaries (defined in current legal documents) shall be decided by the Minister of Education and Training;

c) Candidates belonging to many categories of policy beneficiaries specified at Points a and b of this Clause will only be counted with the highest priority score.

3. The priority points specified in this Article correspond to the total score of 3 subjects (in the combination of subjects for admission) on a 10-point scale for each test/exam (without multiplying the coefficient); In case the enrollment method uses a different scale, the priority score will be converted to the same level.

4. From 2023, priority points for candidates with a total score of 22.5 or higher (when converted to points on a scale of 10 and a maximum total score of 3 subjects is 30) is determined by the following formula:

Priority points = [(30 - Total points achieved)/7.5] x Priority points specified in Clauses 1 and 2 of this Article
