In Article 14, Circular 13/2022/TT-BQP stipulates dossier for consideration, recommendation, and recognition at the Ministry of National Defense level in considering and recognizing excellent lecturer and teacher as follows:

1. Documents include:

a) The teacher's application documents are as prescribed in Article 9 of this Circular.

b) Documents according to Form No. 04, 05, 06, 07, 08, 09, Appendix I issued with this Circular.

2. For schools under the Ministry of National Defense: The school sends a report with documents and a request for consideration and recognition of the title of Excellent Lecturer and Excellent Teacher to the School Department - Standing agency of the Council of the Ministry of National Defense.

3. For schools not affiliated with the Ministry of National Defense: The school management level reports along with the school's records and a request for consideration and recognition of the title of Excellent Lecturer or Excellent Teacher to the School Department - Standing agency of the Council of the Ministry of National Defense.

Process for considering, recommending, and recognizing the title of excellent lecturer and excellent teacher at the Ministry of National Defense level in Vietnam

In Article 15, Circular 13/2022/TT-BQP stipulates process for considering, recommending, and recognizing the title of excellent lecturer and excellent teacher at the Ministry of National Defense level as follows:

1. Council of the Ministry of National Defense

a) The Minister of National Defense decides to establish a Council of the Ministry of National Defense, with a number of 15 or 19 Council members include:

- Chairman: Comrade Chief of the General Staff, Deputy Minister of National Defense.

- Vice Chairman: 01 Deputy Chief of General Staff is the Standing Vice Chairman; 01 Deputy Director of the General Department of Politics.

- Standing member: Director of the School Department.

- Member and Head of the Secretariat: 01 Deputy Director of the School Department.

- Member: 01 Head of Military Science Department; 01 Head of the Military Department; 01 Head of the Department of Personnel; 01 Head of Propaganda Department; Head of the Military Women's Committee; Head of the Board of Directors, Board of Directors of some schools.

b) The Council works according to the principles of democracy, publicity and secret voting. Council meetings must be attended by 2/3 or more members. Absent Council members must be approved by the Chairman of the Council and send their votes to the Council for consideration at the meeting to ensure 100% of the votes.

c) Teachers register and submit documents for consideration and recognition of the title of excellent lecturer and teacher does not participate in the Council.

d) The Council may use the seal according to the provisions of law and regulations of the Ministry of National Defense.

d) The School Department is the standing agency of the Council for recognition of the title of Excellent Lecturer and Excellent Teacher at the Ministry of National Defense level.

2. The Chairman of the Council decides to establish a Secretariat to assist the Council.

3. Document appraisal

a) The standing body of the Council synthesizes the application dossiers of the grassroots councils and hands it over to the Secretariat for appraisal.

b) The Secretariat evaluates the accuracy and validity of documents and the standards of teachers according to regulations, reports to the Chairman of the Council on the results of evaluating qualified and unqualified teachers. Recognize the title of Excellent Lecturer, Excellent Teacher, request the Chairman of the Council to collect opinions from relevant authorities and the opinions of schools with registered candidates considering the evaluation results of the Secretariat.

c) The Secretariat synthesizes and agrees on the list of qualified and unqualified teachers for consideration and recognition of the title of Excellent Lecturer, Excellent Teacher, and reports to the Chairman of the Council; send dossiers and documents to Council members and prepare meetings of the Council of the Ministry of National Defense.

4. Council meeting

a) The Council reviews and discusses the standards of teachers recommended for consideration and recognition of the title of Excellent Lecturer and Excellent Teacher; The Council considers the recommendations of organizations and individuals (if any), and votes to approve the qualified and unqualified list.

b) Organize confidence voting in the form of secret voting for teachers proposed to be recognized as Excellent Lecturers and Excellent Teachers at the Ministry of National Defense level. Educators who receive 2/3 of the votes of confidence or more compared to the total number of Council members are included in the list of candidates for consideration and recognition by the Council for the title of Excellent Lecturer or Excellent Teacher at the Ministry of National Defense level.

c) The Secretariat completes the dossier, the Standing Agency reports to the Chairman of the Council to sign a document requesting the Minister of National Defense to decide to recognize the title of Excellent Lecturer and Excellent Teacher at the Ministry of National Defense level.

5. Certificate of title of Excellent Lecturer and Excellent Teacher at the Ministry of National Defense according to Form No. 11 Appendix I issued with this Circular.
