In Clause 1, Article 8, Circular 01/2021/TT-BGDDT stipulates the salary coefficient applied to preschool teachers at public schools as follows:

Way to arrange salary

1. Officials appointed to the professional positions of preschool teachers specified in this Circular shall apply the corresponding salary schedule issued with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regimes for cadres, civil servants, public employees and the armed forces, specifically as follows:

a) Grade III preschool teachers, code V.07.02.26, are eligible to apply the salary coefficient of type A0 public employees, from salary coefficient 2.10 to salary coefficient 4.89;

b) Kindergarten teachers grade II, code V.07.02.25, are eligible for the salary coefficient of type A1 public employees, from salary coefficient 2.34 to salary coefficient 4.98;

c) Kindergarten teacher class I, code V.07.02.24, is eligible to apply the salary coefficient of type A2 public employees, group A2.2, from salary coefficient 4.0 to salary coefficient 6.38.

Thus, preschool teachers at public schools can apply the salary coefficient to calculate salary as follows:

- Grade III preschool teachers, code V.07.02.26, are eligible for the salary coefficient of grade A0 public employees, from salary coefficient 2.10 to salary coefficient 4.89;

- Grade II preschool teachers, code V.07.02.25, are eligible for the salary coefficient of type A1 public employees, from salary coefficient 2.34 to salary coefficient 4.98;

In Article 2 of Circular 01/2021/TT-BGDDT supplemented by Clause 1, Article 1 of Circular 08/2023/TT-BGDDT, there are regulations on professional ethics standards for preschool teachers at public preschools. set up as follows:

1. Comply with the Party's guidelines and policies, the State's laws, and industry and local regulations on preschool education.

2. Regularly cultivate morality, uphold the sense of responsibility, and preserve the qualities, honor, and reputation of teachers; role model for children.

3. Love your job, love children; know how to manage emotions; treat children fairly and respectfully; protect the legitimate rights and interests of children; unite and help colleagues.

4. Strictly implement regulations on general responsibilities and obligations of public employees and regulations of the Ministry of Education and Training on teacher ethics.

Thus, from May 30, 2023, preschool teachers need to meet additional standards of professional ethics in Vietnam as follows:

- Comply with the Party's guidelines and policies, State laws, industry and local regulations on preschool education.

- Regularly cultivate ethics, uphold the sense of responsibility, and preserve the qualities, honor, and reputation of teachers; role model for children.

- Love your job, love children; know how to manage emotions; treat children fairly and respectfully; protect the legitimate rights and interests of children; unite and help colleagues.

- Strictly implement regulations on general responsibilities and obligations of public employees and regulations of the Ministry of Education and Training on teacher ethics.

What are principles for appointment by professional title for preschool teachers in Vietnam?

Article 6 of Circular 01/2021/TT-BGDDT stipulates the principles of appointment according to professional title for preschool teachers at public schools as follows:

Principles for appointment by professional title for preschool teachers

1. The appointment of professional titles for preschool teachers specified in this Circular must be based on the job position currently held and ensure that they meet the professional title standards specified in Article 3, Article 4, Article 5 and provisions in Article 7 of this Circular.

2. When appointing preschool teachers from the professional title of preschool teacher according to the provisions of Joint Circular No. 20/2015/TTLT-BGDDT-BNV dated September 14, 2015 of the Ministry of Education and Training and The Ministry of Home Affairs regulates codes and standards for the professional title of preschool teachers (hereinafter abbreviated as Joint Circular No. 20/2015/TTLT-BGDDT-BNV) for professional title of preschool teachers according to regulations on this Circular, it cannot be combined with professional title promotion.

3. Newly recruited preschool teachers are not based on training qualifications to be appointed to a higher professional title class than the already admitted professional title class.

Thus, public school preschool teachers are appointed based on the following principles:

- The appointment of professional titles for preschool teachers must be based on the job position currently held and ensure that they meet the professional title standards as prescribed.

- When appointing a preschool teacher from the professional title of preschool teacher before March 20, 2021 to the current professional title of preschool teacher, promotion of the professional title is not allowed.

- Do not base on the level of training for appointment to a higher professional title class than the admitted professional title class for newly recruited preschool teachers.
