I have a question like this, I am working at a secondary school, I am both the form teacher and the head of the department, I want to know what is calculation of the number of lessons and amount of lesson reduction for secondary school teacher who is both a form teacher and a head of the department?

What is calculation of the number of lessons and amount of lesson reduction for secondary school teacher who is both a form teacher and a head of the department in Vietnam?

Regarding the teaching hours for secondary school teachers, you can refer to the provisions in Article 6 of Regulations on working regime for high school teachers promulgated together with Circular 28/2009/TT-BGDĐT, which is supplemented with the Circular No. supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT, specifically as follows:

The lesson norm is the number of theoretical or practical lessons each teacher must teach in a week, specifically as follows:

1. The norm for primary school teachers is 23 hours, secondary school teachers are 19 hours, high school teachers are 17 hours;

2. The norm for teachers of a boarding high school for ethnic minorities is 17 periods at the lower secondary level and 15 periods at the upper secondary school level;

The norm of teaching hours for teachers of a semi-boarding high school for ethnic minorities is 21 periods at the primary level, 17 periods at the lower secondary level;

The norm of teaching hours for school teachers, classes for the disabled and disabled is 21 hours for teachers at the primary level, 17 hours for teachers at the lower secondary level.

2a. The norm of teaching time for a university preparatory school teacher is 12 hours.

3. Teachers who are General Managers of Ho Chi Minh Young Pioneers Team, grade I schools teach 2 lessons a week, grade II schools teach 1/3 of the lesson norm, grade III schools teach 1/2 of the teacher's teaching hours of the same grade. The classification of high schools according to current regulations.

At the same time, in Article 8 Regulations on working regime for high school teachers promulgated together with Circular 28/2009/TT-BGDĐT supplemented by Clause 8 Article 1 of Circular 15/2017/TT-BGDDT regulating regulations on reducing the norm of teaching hours for teachers concurrently performing professional jobs:

1. Form teacher at the primary level are entitled to a reduction of 3 periods/week, and at the middle and high school levels, 4 periods/week are reduced.

2. Form teacher at secondary and high school ethnic minority boarding schools are entitled to a reduction of 4 periods/week. Form teacher at specialized schools and day-boarding schools are entitled to a reduction of 4 lessons/week. Form teacher at schools and classes for the disabled and disabled are entitled to a reduction of 3 hours/week.

2a. Form teacher at pre-university schools are entitled to a reduction of three periods per week.

3. The teacher who is in charge of the subject classroom is entitled to a reduction of 3 periods/subject/week.

4. Teachers who are in charge of cultural and physical education work for the whole school, in charge of the school garden, school workshop, equipment room, library (if these tasks do not have full-time staff) will be reduced from 2-3 hours/week depending on the workload and decided by the principal.

5. The head of the department is entitled to a reduction of 3 periods/week.

5a . Professional vice-drivers are reduced by 1 hour / week.

5b. The teacher cum head of the university preparatory school function department is entitled to a reduction of 3 periods / week;

Teachers and deputy head of the university preparatory school function department will be entitled to a reduction of 1 lesson per week.

So, based on the above-mentioned norm of lessons, since she is currently working at a high school, she is both the form teacher and the head of the department, so she will calculate the number of teaching hours and her reduction rate in Vietnam as follows:

- The teaching time limit of secondary school teachers is 19 hours/week.

- Form teachers at the lower secondary level are entitled to a reduction of 4 periods/week and the Head of the Department is entitled to a reduction of 3 periods/week.

What are duties of a secondary school teacher as form teacher according to current regulations in Vietnam?

Pursuant to Article 4 of Regulations on working regime for high school teachers promulgated together with Circular 28/2009/TT-BGDĐT has the following provisions:

In addition to the duties for teachers specified in Article 3 of this Regulation, a form teacher also has the following duties:

1. Understanding and mastering students in the class in all aspects to take measures to organize education close to the target audience to promote the progress of each student and the whole class;

2. Work closely with students' families, actively coordinate with subject teachers, Ho Chi Minh Communist Youth Union, Ho Chi Minh Pioneer Youth Team, mass organizations and social organizations other related activities in teaching and educating students of his/her class;

3. Commenting, assessing and grading students at the end of the term and at the end of the school year, recommending commendation and discipline for students, proposing the list of students to be promoted, the list of students to be re-checked and trained. more on behavior during the summer break, staying in class, completing report cards and student transcripts;

4. Participating in guiding collective activities, educational activities and student training organized by the school;

5. Report regularly or irregularly on the situation of the class to the Principal.

What are general duties of a secondary school teacher in Vietnam?

According to Article 3 Regulations on working regime for high school teachers promulgated together with Circular 28/2009/TT-BGDĐT as amended by Clause 2, Article 1 of Circular 15/2017/TT-BGDĐT, there are provisions on The general duties of a secondary school teacher are as follows:

The teacher's duties shall comply with the provisions of the charter of the primary school, the charter of the secondary school, the upper secondary school , and the high school with multiple levels of education; Regulations on organization and operation of boarding general schools for ethnic minorities, semi-boarding general schools for ethnic minorities, specialized schools and university preparatory schools.

Thus, the duties of secondary school teachers shall comply with the provisions of the Charter of the upper secondary school in Vietnam.

Specifically, according to Article 27 of the lower secondary school, upper secondary school and multi-level school charter promulgated together with Circular 32/2020/TT-BGDDT has the following provisions:

1. Organize teaching and educational activities according to education plans of the school and specialized teams; manage students in educational activities organized by the school; participate in professional activities; and take responsibility for educational quality and effectiveness.

2. Foster moral values, uphold spirit of responsibility, preserve virtues, honor and reputation of the teacher; display exemplary behaviors in front of students; love and treat students with fairness, and respect students' personalities; protect student's legitimate rights and interest; and cooperate with and support fellow teachers.

3. Learn and train continuously to improve their health, political qualifications, and professional qualifications and knowledge, reform teaching and educational methods.

4. Participate in refresher and training courses.

5. Take part in local universalization of lower secondary education.

6. Fulfill civic duties, comply with regulations of law and the education sector, and the principal’s decisions; perform tasks assigned by the principal and be subject to inspection and assessment by the principal and education authorities.

7. Cooperate with the Ho Chi Minh Young Pioneer Organization, Ho Chi Minh Communist Youth Union, Vietnam Youth Federation, students’ families and relevant social organizations in educational activities.

8. Perform other duties as prescribed by law.
