What is a Public Library?
At Article 4 of Decree 72/2002/ND-CP Guiding the Ordinance on Libraries, there are regulations regarding public libraries as follows:
A public library is a library that possesses a comprehensive collection of documents across all sectors and fields of science, serving a wide range of readers.
Public libraries include the National Library of Vietnam and libraries established by the People's Committees of provinces or centrally-affiliated cities (hereafter referred to as provincial-level libraries), libraries established by the People's Committees of districts, urban districts, district-level towns, cities under provincial authority (hereafter referred to as district-level libraries), and libraries established by the People's Committees of communes, wards, and commune-level towns (hereafter referred to as commune-level libraries).
The National Library of Vietnam is directly managed by the Ministry of Culture and Information. Provincial-level, district-level, and commune-level libraries are directly managed by the cultural and informational authorities of the same level.
