What is a Full-Time Lecturer?
Full-time Lecturers
According to Point a, Clause 8, Article 2, Circular 02/2022/TT-BGDDT regarding full-time lecturers:
- Full-time lecturers in opening training programs include full-time lecturers and lecturers with definite-term labor contracts for 12 months or more working full-time at the training institution (hereinafter collectively referred to as full-time lecturers), specifically as follows:
a) Full-time lecturers are determined according to the regulations in Point e, Clause 1, Article 10, Decree No. 99/2019/ND-CP dated December 30, 2019, of the Government detailing and guiding the implementation of certain articles of the Law on amendments and supplements to certain articles of the Law on Higher Education;
At Point e, Clause 1, Article 10, Decree 99/2019/ND-CP stipulates as follows:
Article 10. Recognizing research-oriented higher education institutions
- Research-oriented higher education institutions tightly integrate training with scientific research activities, meeting the following criteria:
e) Full-time lecturers and full-time management staff at public universities are lecturers and staff recruited, utilized, and managed according to regulations on the number of employees and positions in public service providers.
Lecturers with Definite-term Labor Contracts for 12 Months or More, Working Full-time at Training Institutions
According to Point b, Clause 8, Article 2, Circular 02/2022/TT-BGDDT stipulates as follows:
- Full-time lecturers in opening training programs include full-time lecturers and lecturers with definite-term labor contracts for 12 months or more working full-time at the training institution (hereinafter collectively referred to as full-time lecturers), specifically as follows:
b) Lecturers with definite-term labor contracts for 12 months or more, working full-time at the training institution following current regulations of the Ministry of Education and Training regarding the working policies of university lecturers throughout the academic year at the time of submitting the application for opening such program, and simultaneously not signing definite-term labor contracts for 3 months or more with other employers.
