What Are the Duties of a College Principal?
Pursuant to Clause 4, Article 16 of Circular 15/2021/TT-BLDTBXH (effective from December 15, 2021) stipulating the duties of the principal of a college as follows:
- Develop strategies, training development plans, implement scientific and technological tasks, and international cooperation of the school to submit to the school council for public colleges or to the board of trustees for private colleges for approval;
- Manage the college's physical facilities, assets, and finances, and effectively deploy and utilize mobilized resources to serve vocational education activities in accordance with the law;
- Develop regulations on the number, labor structure, job positions, recruitment, management, utilization, and development of the teaching staff, management staff, public employees, and workers to submit to the school council and competent authorities for public colleges or to the board of trustees for private colleges for approval;
- Annually organize the assessment and classification of teachers, management staff, public employees, and workers in accordance with regulations;
- Organize the implementation of resolutions of the school council, the board of trustees; consult with the chairman of the school council, chairman of the board of trustees, and agree on solutions in accordance with the law if violations of the law or issues affecting the operations of the college are discovered. In case an agreement on resolution cannot be reached, the principal reports to the supervisory authority for public colleges or the General Department of Vocational Education for private colleges;
- Regularly care for and improve the working, teaching, and learning conditions for teachers, management staff, public employees, workers, and students in the college;
- Organize and lead the establishment of a safe and friendly training environment; ensure political security and social order and safety within the college;
- Implement the democratic regulations within the college; enforce state policies for teachers, management staff, public employees, workers, and students in the college in accordance with regulations;
- Fully and promptly execute regular and extraordinary reporting policies according to the law and the requirements of the competent authorities;
- Perform other duties as stipulated by the law.
