According to Article 3 of Circular 05/2024/TT-BGDDT, the regulations on the standards and conditions for promotion to the title of main lecturer of public universities (rank 2), with code V.07.01.02, are as follows:
- Public universities with a need and available positions corresponding to the rank for promotion to the professional title of public employees are granted the authority to participate in the promotion evaluation.
- Currently holding the professional title of lecturer (rank 3), with code V.07.01.03.
- Achieving a rating of "good completion of duties" or higher in the consecutive working year prior to the year of promotion evaluation for the title of main lecturer (rank 2), with code V.07.01.02.
- Possessing good political and professional ethics; not under disciplinary proceedings; not in the period of implementation of disciplinary regulations as prescribed by the Vietnam Communist Vietnam Communist Party and the law.
- Meeting the minimum required working time for holding the professional title of lecturer (rank 3), with code V.07.01.03; meeting the standards for training, professional development, and competence of the title of main lecturer (rank 2), with code V.07.01.02, as stipulated in Clause 2, Clause 3 of Article 6 of Circular 40/2020/TT-BGDDT.

What are tasks of main lecturers of public universities in Vietnam?
According to Article 6 of Circular 40/2020/TT-BGDDT, the duties of main lecturers of public universities in Vietnam are as follows:
- Teaching, guiding, and evaluating projects, theses, and dissertations; participating in teaching master's and doctoral programs and guiding and evaluating master's theses and doctoral dissertations if meeting the specified criteria.
- Leading or participating in the development of training programs; proposing strategies, orientations, and measures for the development of assigned fields or disciplines; proactively suggesting solutions to enhance the quality of teaching, assessment methods, and students' learning outcomes.
- Leading or participating in the compilation of educational materials; leading or participating in scientific and technological tasks.
- Leading and participating in the evaluation of research projects; writing and presenting scientific reports at conferences and seminars; participating in international cooperation activities and ensuring the quality of higher education.
- Participating in class management, academic advising; guiding discussions, practical exercises, experiments, and internships.
- Participating in the training and development of lecturers in accordance with the professional and vocational requirements of the department or discipline.
- Pursuing continuous education and professional development to enhance theoretical knowledge, professional skills, and teaching methods; participating in practical activities to improve the quality of education and scientific research.
- Participating in management tasks, Vietnam Communist Party and organizational activities, and fulfilling other responsibilities according to the regulations of public universities and relevant laws.
What degrees are required for main lecturers of public universities in Vietnam?

2. Standards for education and training:
a) Hold a master's degree or higher that is appropriate for the position, field, or discipline of teaching;
b) Hold a certification of training according to the standards for the professional title of university lecturer.

a) Possess solid knowledge of the assigned subjects and basic knowledge of related subjects in the field of training responsibilities;
b) Understand and effectively implement the objectives, plans, content, and curriculum of the assigned subjects; stay updated on the practical requirements of the field of training;
c) Lead the completion of at least one scientific and technological task at the basic level or higher, which has been approved with results meeting the requirements.
