What are standards on information resources of libraries of secondary schools in Vietnam?
Pursuant to Article 15 of the Regulations on standards for libraries of preschools and primary and secondary schools issued together with the Decision 16/2022/TT-BGDĐT stipulating standards on information resources of libraries of secondary schools in Vietnam as follows:
1. Information resource standards Level 1
a) Information resources must be sufficient and appropriate to ages and psychology of secondary students; meet the learning and entertainment needs of students and the teaching and research requirements of teachers; be suitable to the educational objectives and contents in the primary education program, and shall be handled according to the rules of library practices;
b) Lower secondary schools: Each student has at least 04 copies of books, each teacher has at least 01 set of books by subject;
Upper secondary schools: Each student has at least 05 copies of books, each teacher has at least 01 set of books by subject;
c) The requirements pertaining to information resources must be met as specified at Point c, Clause 1, Article 5 of this document.
2. Information resource standards Level 2
A secondary school library is considered meeting the information resource standards Level 2 if it meets the requirements as prescribed in Clause 1 of this Article and the following requirements:
a) It has extensive information resources: expertise knowledge; methods of primary education at home and abroad; foster and improve professional qualifications for teachers and librarians; reference books by subject; printed books, pictures, photos, maps, newspapers, magazines, audio recordings, video recordings, stories, models, e-learning materials in Vietnamese, foreign languages or ethnic languages (if any); Braille books for students with disabilities (if any);
b) Lower secondary schools: Each student has at least 05 copies of books; 06 titles of newspapers and magazines, each title has at least 03 copies;
Upper secondary schools: Each student has at least 06 copies of books; 06 titles of newspapers and magazines, each title has at least 03 copies;
c) The archive of information resources is shown through an electronic index instead of the traditional one. Ensure that 35% of the library's information resources are e-learning materials.
What are standards on facilities of libraries of secondary schools in Vietnam?
Pursuant to Article 16 of the Regulations on standards for libraries of preschools and primary and secondary schools issued together with the Decision 16/2022/TT-BGDĐT stipulating standards on facilities of libraries of secondary schools in Vietnam as follows:
1. Facilities standards Level 1
a) The secondary school library is located in an area convenient for student’s access and use, especially for students with disabilities; it is prioritized to be arranged on the first floor (ground floor) near the classrooms;
b) The library area is determined for 30% to 50% of the total number of students in the whole school and must ensure the minimum area of 0.60 m2/student. The total area of the library is not less than 60 m2 (excluding open space);
c) The functional areas of the library can be arranged in one room or arranged in separate and adjacent rooms. The area of the library's functional zones is specified as follows:
- The reading space has at least one reading room for students and teachers. Open spaces are arranged around or outside the library, sufficiently cool, quiet, safe and convenient for library users and far away from areas exposed to pollution;
- The library stack must have enough area to store information resources, it can be arranged in a separate room or arranged in the reading room and in open spaces, ensuring the management, in accordance with the characteristics of each type of information resource;
- The circulation desk is located in a separate or the same place with the reading room;
d) The technical requirements must be met as specified at Point d, Clause 1, Article 6 of this document.
2. Facilities standards Level 2
Secondary school libraries meet physical facilities standards Level 2 as prescribed in Clause 1 of this Article and the following regulations:
a) Having a reading room for students with at least 45 seats, a reading room for teachers with at least 20 seats, ensuring that the area of one seat in the reading room is not less than 2.4 m2/seat;
b) With regard to the library stack, it must be 2.5 m2/1000 units of information resource for a closed-stack area; and 4.5 m2/1000 units of information resources for an open-stack area;
c) The circulation desk is not less than 06 m2/librarian.
What are standards on specialized equipment of libraries of secondary schools in Vietnam?
Pursuant to Article 17 of the Regulations on standards for libraries of preschools and primary and secondary schools issued together with the Decision 16/2022/TT-BGDĐT stipulating standards on specialized equipment of libraries of secondary schools in Vietnam as follows:
1. Standard on specialized equipment Level 1
a) Have enough specialized equipment, including: Cabinets, shelves, bookshelves, desks and chairs for students; desks and chairs for teachers; desks, chairs, cabinets for librarians; a cabinet or box of catalogs, catalogs, book introductions; manuals for libraries and other equipment;
b) The requirements for specialized equipment must be suitable for the age group of secondary school students and specified at Point b, Clause 1, Article 7 of this document.
2. Standard on specialized equipment Level 2
A secondary school library is considered meeting the specialized equipment standards Level 2 if it meets the requirements as prescribed in clause 1 of this Article and the following requirements:
a) Having sufficient specialized equipment to ensure library activities in the students’ reading room, teacher’s reading room, library stack, circulation desk;
b) Having computers connected to the internet, printers, and audio-visual facilities, equipment to digitize information resources to ensure library activities in students’ reading rooms, teachers' reading rooms, circulation desk;
c) Having library management software that meets the requirements in Clause 4, Article 4 of this document;
d) Having other information technology equipment.
