Annually, the Universal Postal Union (referred to as UPU) organizes the International Letter Writing Competition for children to contribute to the development of writing skills and the richness in creative thinking of the children.
The 54th UPU letter writing competition has the theme: “Imagine you are the ocean. Write a letter to someone explaining why and how they should take good care of you.”

Thư Gửi Đến Con Người: Tiếng Thở Của Đại Dương

Kính gửi toàn thể con người trên Trái Đất,
Tôi là Đại Dương – cõi nước mênh mông, nơi chứa đựng bao điều kỳ diệu và là ngôi nhà chung của muôn loài sinh vật. Từng con sóng của tôi như những lời thì thầm của thời gian, kể câu chuyện của những ngày xưa tươi đẹp và cả nỗi đau khi chứng kiến sự lãng quên, tàn phá của loài người.
Hôm nay, tôi viết thư này với niềm trông mong và cả nỗi thương sâu lắng, mong các bạn lắng nghe tiếng gọi của tôi. Từng giọt nước trong tôi, từng rặng san hô rực rỡ và cả những sinh vật biển nhỏ bé, đều đang kêu cứu dưới sức nóng, dưới sự ô nhiễm không ngừng gia tăng. Tôi từng là nguồn sống, là bầu không khí trong lành, là niềm vui của những bãi biển xanh mát. Nhưng giờ đây, những mảnh vụn nhựa, dầu thải và hóa chất độc hại đang làm tôi dần mất đi vẻ đẹp nguyên sơ, khiến tôi đau đớn và yếu ớt.
Các bạn ơi, tôi không chỉ là một tập hợp của nước mát, bãi cát vàng và sinh vật biển. Tôi còn là linh hồn của hành tinh này – nơi mà mọi con người tìm về để tìm sự bình yên sau những bộn bề lo toan của cuộc sống. Tôi nhớ những ngày mà các bạn cùng nhau cười nói, vui đùa bên bờ biển, ngắm nhìn hoàng hôn rực rỡ và cảm nhận hơi thở của thiên nhiên. Nhưng giờ đây, hình ảnh ấy dần trở nên mờ nhạt giữa biển khơi của sự ô nhiễm và tàn phá.
Tôi viết những dòng này không để buồn bã, mà để nhắc nhở các bạn rằng, con người luôn có sức mạnh và trí tuệ để thay đổi. Hãy nhớ rằng, bảo vệ tôi không chỉ là bảo vệ một phần thiên nhiên, mà còn là bảo vệ chính cuộc sống của các bạn.
Tôi mong rằng, thông qua những hành động thiết thực đó, bạn có thể cảm nhận lại được vẻ đẹp ban đầu của tôi – một đại dương xanh biếc, trong lành, nơi sinh sống của đủ muôn loài, và là nơi mà mọi con người có thể tìm lại niềm vui, sự thanh thản trong tâm hồn.
Xin hãy lắng nghe tiếng thở của tôi, hãy là người bảo vệ cho ngôi nhà chung này, để những thế hệ sau có thể nhìn thấy một đại dương sống, tràn đầy sức sống và hi vọng.

What are the objectives of general education in Vietnam?
Pursuant to Article 29 of the Law on Education 2019, the objectives of general education are as follows:
Article 29. Objectives of General Education
- General education aims to develop learners comprehensively regarding ethics, intelligence, physical fitness, aesthetics, basic skills, fostering personal abilities, dynamism, and creativity; to form the personality of Vietnamese socialist individuals and their civic responsibilities; to prepare learners to continue their studies in higher education, vocational education or to participate in labor, to construct and defend the Homeland.

Which language is used as the official language in educational institutions in Vietnam?
Pursuant to Article 11 of the Law on Education 2019, the language and script used in educational institutions are regulated as follows:
Article 11. Language and Script Used in Educational Institutions
- Vietnamese is the official language used in educational institutions. Based on educational objectives and specific requirements regarding educational content, the Government of Vietnam regulates the teaching and learning of foreign languages in educational institutions.
- The State encourages and creates conditions for ethnic minority people to study their language and script according to regulations from the Government of Vietnam; people with hearing and speaking disabilities to study in sign language, and visually impaired people to study in Braille according to the Law on Persons with Disabilities.
- Foreign languages prescribed in educational programs are languages commonly used in international transactions. The organization of foreign language teaching in educational institutions must ensure that learners are provided continuous and effective learning.
Thus, the language used as the official language in educational institutions is Vietnamese.
