According to Article 24 of Circular 63/2022/TT-BQP, the General Staff is responsible for the following in issuing certificates of training, retraining, and training in military schools:
1. To assist the Minister of Defense in managing the certificate templates, anti-counterfeit stamps, the issuance of certificate blanks, the recall and cancellation of certificates in the Military.
2. To direct the School Department:
a) To advise and propose to build and improve the legal policies on certificate management in the Military.
b) To be responsible for placing anti-counterfeit stamps in accordance with the template specified in this Circular; manage, appraise, and issue anti-counterfeit stamps to military schools.
c) To take the lead in coordinating with relevant agencies and units to conduct inspections on the management, use of anti-counterfeit stamps, certificate blanks, printing and issuing certificates at military schools.

According to Article 25 of Circular 63/2022/TT-BQP, the General Political Department is responsible for the following in issuing certificates of training, retraining, and training in military schools:
To direct the Department of Defense Security to coordinate with agencies, units, and military schools inside and outside the Military to manage the anti-counterfeit stamp templates, certificate blank templates, and investigate and verify when signs of violations are detected in the use of certificates in accordance with the law.
What are responsibilities of the directors and principals of military schools in issuing certificates of training, retraining, and training in military schools in Vietnam?
According to Article 27 of Circular 63/2022/TT-BQP, the directors and principals of military schools are responsible for the following in issuing certificates of training, retraining, and training in military schools:
1. Have the authority to sign certificates; in case the military school has not been appointed by the competent authority, the person who is assigned the authority or in charge of the military school has the authority to sign the certificate. A copy of the decision to assign the authority or to be in charge of the military school of the person signing the certificate must be kept in the certificate issuance dossier.
2. Issue regulations on the printing of certificate blanks, the preservation, security, use of certificate blanks, anti-counterfeit stamps, and the issuance of certificates, which clearly specify the responsibilities of each unit and individual and the penalties for violations.
3. Issue copies of certificates from the original record; reissue certificates; edit the content of certificates; issue, revoke, and cancel certificates in accordance with the provisions of this Circular.
In the case that the military school that issued the certificate has been merged, divided, or adjusted its authority, the person with the authority to decide to edit the content of the certificate is the director or principal of the military school or the head of the agency that is currently assigned the task of managing the original certificate issuance record.
4. Be responsible to the higher management agency and the law of the State for the management, use of certificate blanks, anti-counterfeit stamps, printing, and issuance of certificates.
5. Ensure the accuracy and be responsible for the information in the dossier and in the original certificate issuance record.
6. Ensure the infrastructure, equipment, and fire prevention to store certificate blanks and dossiers for the issuance and management of certificates.
7. Inspect the management, use of certificate blanks and the issuance of certificates in the school under their management.
8. Verify the authenticity of the certificate when requested by agencies, organizations, or individuals.
9. Before December 31 of each year, report to the General Staff (via the School Department) on the number of certificates used and the number of certificates issued in the year.
