What are regulations on the quota of teaching hours of teachers at the day-boarding ethnic minority secondary school in Vietnam?
According to Article 6 of the Regulations on working conditions for high school teachers issued with Circular 28/2009/TT-BGDDT (amended and supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT), the quota of teaching hours is determined as follows:
Teaching hour quota is the number of theory or practical hours that each teacher must teach in a week, specified as follows:
1. The teaching hour quota for primary school teachers is 23 hours, lower secondary school teachers are allocated 19 hours, and upper secondary school teachers are allocated 17 hours.
2. The teaching hour quota for teachers at boarding schools for ethnic minorities is 17 hours at the lower secondary level and 15 hours at the upper secondary level.
The teaching hour quota for teachers at semi-boarding schools for ethnic minorities is 21 hours at the primary level and 17 hours at the lower secondary level.
The teaching hour quota for teachers at schools or classes for disabled individuals is 21 hours for primary school teachers and 17 hours for lower secondary school teachers.
2a. The teaching hour quota for pre-university preparatory teachers is 12 hours.
3. Teachers who serve as the overall in charge of the Ho Chi Minh Young Pioneers Brigade at Level I schools teach 2 hours per week, at Level II schools teach 1/3 of the teaching hour allocation, and at Level III schools teach 1/2 of the teaching hour allocation of teachers at the same grade level. The classification of general education schools is carried out according to the current regulations.
Therefore, according to the above regulations, the teaching hour quota for teachers at day-boarding ethnic minority secondary schools is 17 hours per week.

Can the head of a subject department at a secondary school in Vietnam have a reduction in teaching hours?
Pursuant to Article 8 of the Regulations on working conditions for high school teachers issued with Circular 28/2009/TT-BGDDT (amended and supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT) stipulating as follows:
1. Homeroom teachers at the primary school level are reduced by 3 periods/week, and at the lower secondary school and upper secondary school levels, they are reduced by 4 periods/week.
2. Homeroom teachers at boarding schools for ethnic minorities at the lower secondary and upper secondary levels are reduced by 4 periods/week. Homeroom teachers at specialized schools and semi-boarding schools are reduced by 4 periods/week. Homeroom teachers at schools or classes for disabled individuals are reduced by 3 periods/week.
2a. Homeroom teachers at pre-university preparatory schools are reduced by 3 periods/week.
3. Subject classroom managers are reduced by 3 periods/subject/week.
4. Teachers with additional responsibilities for cultural and sports activities, overall school responsibilities for gardens, workshops, equipment rooms, libraries (if these tasks do not have dedicated personnel) are reduced by 2 - 3 periods/week, depending on workload, as determined by the school principal.
5. Subject department heads are reduced by 3 periods/week.
5a. Assistant subject department heads are reduced by 1 period/week.
5b. Teachers with additional responsibilities as head of a school's functional department at pre-university preparatory schools are reduced by 3 periods/week.
Therefore, for subject department heads at secondary schools, there will be a reduction of 3 teaching periods each week.
