What are regulations on the President, Vice Presidents of the Vietnam Medical Education Association?

Based on Article 17 of the Charter of the Vietnam Medical Education Association issued together with Decision 728/QĐ-BNV in 2022, the following regulations apply to the President and Vice Presidents of the Vietnam Medical Education Association:

1. The President of the Association is the representative of the Association before the law and is responsible to the law for all activities of the Association. The President of the Association is elected by the Executive Committee from among the members of the Standing Committee of the Association. The criteria for the President of the Association are determined by the Executive Committee of the Association.

2. The duties and powers of the President of the Association are as follows:

a) To perform the duties and powers in accordance with the operating regulations of the Executive Committee and Standing Committee of the Association;

b) To be fully responsible to the competent authority that authorized the establishment of the Association, the state management agency in the field of the main activities of the Association, to the Executive Committee, Standing Committee of the Association for all activities of the Association. Direct, manage all activities of the Association in accordance with the provisions of the Charter of the Association; resolutions of the General Assembly; resolutions and decisions of the Executive Committee, Standing Committee of the Association;

c) To preside over the meetings of the Executive Committee; to direct the preparation, convening and presiding over the meetings of the Standing Committee;

d) To represent the Executive Committee, Standing Committee to sign the documents of the Association;

dd) When the President of the Association is absent, the direction, management and handling of the work of the Association is delegated in writing to a Vice President of the Association.

3. The Vice Presidents of the Association are elected by the Executive Committee from among the members of the Standing Committee of the Association. The number of Vice Presidents of the Association is from 3 to 5 members. Among the Vice Presidents, there is one Permanent Vice President proposed by the President of the Association and approved by the Executive Committee. The Permanent Vice President is the person who helps the President of the Association to manage the Association when authorized by the President of the Association;

The Vice Presidents assist the President of the Association to direct and manage the work of the Association according to the assignment of the President of the Association; be responsible to the President of the Association and to the law for the field of work assigned or delegated by the President of the Association. Vice Presidents of the Association perform their duties and powers in accordance with the operating regulations of the Executive Committee, Standing Committee of the Association in accordance with the Charter of the Association and the provisions of the law.

What are regulations on the General Secretary of the Vietnam Medical Education Association?

According to Article 18 of the Charter of the Vietnam Medical Education Association issued together with Decision 728/QĐ-BNV in 2022, the following regulations apply to the General Secretary of the Vietnam Medical Education Association:

The General Secretary is elected by the Executive Committee of the Association from among the members of the Standing Committee of the Association. The General Secretary is responsible for handling the daily work of the Association assigned by the President of the Association and managing all activities of the Secretariat of the Association. The General Secretary is also the Chief of the Secretariat of the Association.

What are regulations on the Office of the Vietnam Medical Education Association?

According to Article 19 of the Charter of the Vietnam Medical Education Association issued together with Decision 728/QĐ-BNV in 2022, the following regulations apply to the Secretariat, Representative Offices, Specialized Committees, and Organizations affiliated to the Vietnam Medical Education Association:

1. The Secretariat, Representative Offices, Specialized Committees, and Organizations affiliated to the Association are established by the Standing Committee following the resolution of the Executive Committee; directly under the leadership of the President of the Association or the General Secretary as assigned by the President of the Association.

2. The recruitment, management, and use of staff at the Secretariat, Representative Offices, Specialized Committees, and Organizations affiliated to the Association are in accordance with the provisions of labor law and the Charter of the Association.

3. The operating budget of the Secretariat, Representative Offices, Specialized Committees, and Organizations affiliated to the Association is proposed by the General Secretary of the Association and approved by the Standing Committee of the Association.
