At the same time, having at least 5 years of teaching or participating in the management of faculties and departments of colleges and universities, or having at least 5 years of working as educational managers at the departmental level of the universities and colleges. educational management agencies from the departmental level or higher;

+ Have undergone training and retraining in education management profession, assessed by the training institution at the level of pass or higher, having school administration capacity;

+ Before being appointed, there must be at least 03 consecutive years of being evaluated for completing tasks well.

What are duties and powers of the school council of the pedagogical college in Vietnam?

+) Approve regulations on the number, structure of employees, job positions; the recruitment, management, use and development of lecturers, administrators, officials and employees of the school; adopt the regulations on organization and operation of the school;

+) Introduce personnel to carry out the process of appointing principals and vice principals according to regulations; carry out annual evaluation of the performance of duties of principals and vice-principals; propose competent agencies to dismiss principals and vice-principals from duty; organize polls of confidence in principals and vice-principals mid-term or irregularly in case of necessity;

+) Request the principal to explain the issues that have not been implemented, not properly implemented, or not fully implemented according to the resolution of the school council, if any. If the school council disagrees with the principal's explanation, it shall report it to the school's direct management agency;

+) Organize the evaluation of work results of the school council president and members of the school council periodically according to the time of assessment and classification of school officials;

a) Exercise other responsibilities and powers as prescribed in the regulations on organization and operation of the pedagogical college;

+) Propose the competent authority to approve the plan of supplementing, dismissing or replacing members of the school council;

+) Annually or irregularly report and explain to the body directly managing the school, the state management agency in charge of education on the performance of tasks and powers of the school council.
