What are regulations on the name of a semi-boarding general school for ethnic minorities in Vietnam?

Pursuant to Article 5 of the Regulation on Organization and Operation of Semi-boarding Ethnic Minority High Schools issued together with the Circular 03/2023/TT-BGDDT (effective from March 18, 2023) stipulating the name of a semi-boarding general school for ethnic minorities in Vietnam as follows:

School name, school name banner

1. The school's name is regulated as follows: Semi-boarding general school for ethnic minorities + grade level (primary; lower secondary; primary and lower secondary) + name of the school.

2. The name of the school is written on the decision on establishment of the school, the school's banner and the transaction documents.

3. The school banner contains the following contents:

a) Upper left corner:

- The first line: People's Committees of districts, urban districts, towns and provincial cities (hereinafter collectively referred to as district-level People's Committees) and district name;

- Second line: Department of Education and Training.

b) In the middle write the name of the school as prescribed in Clause 1 of this Article. For semi-boarding general primary schools for ethnic minorities, semi-boarding general primary and lower secondary schools for ethnic minorities, the name of the school site is written under the name of the school.

c) Below is the address, phone number, email, website (if any) of the school.

Thus, the name of the semi-boarding general school for ethnic minorities shall be set as follows:

Semi-boarding general school for ethnic minorities + grade level (primary; lower secondary; primary and lower secondary) + name of the school.

What are the schools in the system of semi-boarding general schools for ethnic minorities in Vietnam?

Pursuant to Clause 3 Article 3 of the Regulation on Organization and Operation of Semi-boarding Ethnic Minority High Schools issued together with the Circular 03/2023/TT-BGDDT (effective from March 18, 2023) stipulating the system of semi-boarding general schools for ethnic minorities in Vietnam as follows:

Semi-boarding general school for ethnic minorities

1. The semi-boarding general school for ethnic minorities is established by the State for ethnic minority students and students from families who permanently settle in areas with extremely difficult socio-economic conditions in order to contribute to the realization of equality in access to education and sustainable development goals in the field of education in ethnic minority and mountainous areas.

2. The semi-boarding general school for ethnic minorities ensures a stable proportion of ethnic minority students and part-boarding students as follows:

a) Percentage of students from ethnic minorities: At least 50% of the total number of students in the whole school are ethnic minorities.

b) Percentage of semi-boarding students:

- For primary schools: at least 20% semi-boarding students;

- For lower secondary schools: at least 45% semi-boarding students;

- For primary and lower secondary schools: There are at least 32.5% semi-boarding students or at least 20% semi-boarding primary students and 45% semi-boarding lower secondary students.

3. The system of semi-boarding general schools for ethnic minorities includes:

a) Semi-boarding general primary schools for ethnic minoritie;

b) Semi-boarding general lower secondary schools for ethnic minoritie;

c) Semi-boarding general primary and lower secondary schools for ethnic minorities.

Therefore, the system of semi-boarding general schools for ethnic minorities includes:

- Semi-boarding general primary schools for ethnic minoritie;

- Semi-boarding general lower secondary schools for ethnic minoritie;

- Semi-boarding general primary and lower secondary schools for ethnic minorities.

What are duties and powers of the principal of a semi-boarding genral school for ethnic minorities in Vietnam?

Pursuant to Article 3 of the Regulation on Organization and Operation of Semi-boarding Ethnic Minority High Schools issued together with the Circular 03/2023/TT-BGDDT (effective from March 18, 2023) stipulating duties and powers of the principal of a semi-boarding genral school for ethnic minorities in Vietnam as follows:

Duties and powers of the principal

The principal of a semi-boarding genral school for ethnic minorities shall perform the duties and powers specified in the charter of the school as well as the following duties and rights:

1. Firmly grasp the guidelines and policies of ethnic minorities of the Party and State, understand the culture, customs and practices of ethnic minorities and the psychological characteristics of ethnic minority students in the locality.

2. Organize the performance of tasks of the semi-boarding genral school for ethnic minorities as specified in Article 4 of this Regulation.

3. Coordinate with local authorities, mass organizations and social organizations in managing, educating, nurturing and taking care of part-boarding students.

4. Be fostered to improve capacity in ethnic knowledge, ethnic minority languages, management of the education of semi-boarding students, management of specific educational activities, and eligible for preferential regimes and policies prescribed by Government.

Pursuant to the above provisions, the principal of a semi-boarding general school for ethnic minorities has the following duties and powers:

- Firmly grasp the guidelines and policies of ethnic minorities of the Party and State, understand the culture, customs and practices of ethnic minorities and the psychological characteristics of ethnic minority students in the locality.

- Organize the performance of tasks of a semi-boarding general school for ethnic minorities, including:

+ Organize the approval of semi-boarding students according to the Government's regulations.

+ Organize the management, education, nurturing and care of part-boarding students.

+ Organize educational activities according to the provisions of Clause 2, Article 11 of this Regulation.

+ Implement regimes and policies for managers, teachers, employees and students according to the State's regulations.

+ Implement socialization to serve educational activities of the school.

+ Coordinate with families and society in managing, educating, nurturing and taking care of semi-boarding students.

- Coordinate with local authorities, mass organizations and social organizations in managing, educating, nurturing and taking care of semi-boarding students.

- Be fostered to improve capacity in ethnic knowledge, ethnic minority languages, management of the education of semi-boarding students, management of specific educational activities, and eligible for preferential regimes and policies prescribed by Government.
