What are regulations on the Jury of the National Competition of Excellent Teachers of Pedagogy  in Vietnam?

Pursuant to Article 9 of the National Competition of Excellent Teachers of Pedagogy issued with Decision 2777/QD-BGDDT in 2022 stipulating the Jury of the National Competition of Excellent Teachers of Pedagogy in Vietnam as follows:

1. The composition of the Competition Jury (hereinafter referred to as the Jury) includes: Head of the Committee, Head of the Sub-Committee and members, the number of members of the Jury shall be decided by the Head of the Organizing Committee.

a) Head of the Committee: Deputy Head of the Organizing Committee concurrently;

b) Head of the Sub-Committee and Members: Including those who ensure the standards of lecturers according to current regulations, those who have won prizes in the National Competition for excellent teachers in pedagogy or those who have a Master's degree or equivalent or higher, doing work related to education and training, having good ethics, experience and good pedagogical capacity. Tasks and powers of the Head of the Sub-Committee are specified in Clause 9 and of the jury members are specified in Clause 10 of this Article.

2. The Jury Board is organized into Jury Sub-Committees to perform the duties and powers of the Jury Sub-Committee; a Jury Sub-Committee must have at least 03 members, including the Head of the Sub-Committee and a Member cum Secretary.

3. For the assessment of teaching exams, the Jury Sub-Committee has 05 (five) members, of which 02 (two) members have professional qualifications who are trained in the same field with the professional content registered for the exam by the lecturer. In special cases, it is possible to organize many groups or groups of judges with members with different qualifications to perform the task.

4. A member of the Jury is not allowed to participate in the subcommittee to evaluate the content of the exam if there are lecturers working in the same school or the contestant is a relative (wife, husband, child, brother, sister, brother) member of that Board of Directors.

5. Duties and powers of the Jury

a) Organize the performance of the examiner's duties in the organization of the exam and to evaluate the exam contents as prescribed in Article 16 of this Charter;

b) Carry out evaluation activities of exam contents to ensure objectivity, transparency, accuracy and fairness;

c) Preserve, use and hand over exam questions, exams, evaluation sheets and documents in service of evaluating exam content to the Organizing Committee or the Secretariat; summarizing and handing over the results of the evaluation of the exam contents to the Secretariat;

d) Keep confidential information related to the organization of the exam and the evaluation of the exam contents according to the regulations of the Organizing Committee;

d) Perform other tasks and powers related to the organization and evaluation of exam contents at the request of the Organizing Committee.

7. Duties and powers of the Head of the Jury:

a) Manage all activities of the Jury, assign responsibilities to the head of the subcommittee and members to perform the tasks and powers specified in Clause 5 of this Article;

b) Take personal responsibility to the Head of the Organizing Committee for all evaluation results of the exam contents;

c) Regular contact with the Organizing Committee, the Secretariat, the Jury Sub-Committee and other working groups to coordinate in solving problems related to the evaluation of the exam contents;

d) Report the judging results of the Jury to the Head of the Organizing Committee;

dd) Propose the Head of the Organizing Committee to transfer, replace or supplement judges in case of necessity;

e) Perform other tasks and powers related to the Contest as assigned by the Head of the Organizing Committee.

8. Duties and powers of the Jury Sub-Committee:

a) Perform a number of tasks and powers specified in Clause 5 of this Article as assigned by the Head of the Jury;

b) Summarize and submit the results of the evaluation of the content of the examination in the subcommittee to the Head of the Jury or the Secretariat;

c) Perform other duties and powers related to the organization and evaluation of exam content as assigned by the Head of the Jury.

9. Duties and powers of the Head of the Jury Subcommittee:

a) Manage all activities of the Sub-Committee, assign specific responsibilities to members in the Sub-Committee to perform the tasks and powers specified in Clause 5 of this Article; perform the duties of the examiner;

b) Report the results of the subcommittee's examination to the Head of the Jury; promptly reflect arising issues related to the tasks and powers of the Sub-Committee with the Head of the Jury for joint handling and settlement;

c) Hand over and preserving examination dossiers (evaluation sheets and other necessary documents) from the Head of the Jury or from the Secretariat to distribute to the members;

d) On behalf of the Sub-Committee, answer questions about the results of the evaluation of the exam content of the participating lecturers at the Sub-Committee; be responsible to the Head of the Jury for the results of the subcommittee's evaluation of the examination content;

d) Perform other duties and powers related to the evaluation of exam contents as assigned by the Head of the Jury.

10. Duties and powers of the Jury:

a) Submit to the assignment and direction of the Head of the Sub-Committee on the performance of a number of tasks and powers specified in Clause 5 of this Article; comply with the movement and rotation of the Head of the Jury;

b) Be assigned tasks suitable to the professional qualifications, experience and capacity of each Commissioner.

What are regulations on the Secretary of the Jury of the National Competition of Excellent Teachers of Pedagogy in Vietnam?

Pursuant to Article 10 of the National Competition of Excellent Teachers of Pedagogy issued with Decision 2777/QD-BGDDT in 2022 stipulating the Secretary of the Jury of the National Competition of Excellent Teachers of Pedagogy in Vietnam as follows:

1. The Secretariat of the Jury is established by the decision of the Head of the Competition Organizing Committee, including the leader and members.

2. The Secretariat of the Jury has the duty to assist the Head of the Jury or the Head of the Jury Subcommittee.

a) Prepare necessary documents on marking and scoring, record minutes of meetings of the Jury;

b) Prepare and store records of disciplinary violations against candidates, hand over the completed test to the Jury (if any);

c) Summarize and report the exam results to the Jury.

What are regulations on the Secretariat of the National Competition of Excellent Teachers in Pedagogy in Vietnam?

Pursuant to Article 11 of the National Competition of Excellent Teachers of Pedagogy issued with Decision 2777/QD-BGDDT in 2022 stipulating the Secretariat of the National Competition of Excellent Teachers in Pedagogy in Vietnam as follows:

1. The composition of the Secretariat of the Competition (hereinafter referred to as the Secretariat) includes: Head and members (excluding the secretary of the Jury Sub-Committee), the number of members of the Secretariat is at least 03 persons and decided by the Head of the Organizing Committee.

a) Head of the Secretariat: A member of the Organizing Committee concurrently;

b) Members: people with good morals, professional qualifications, experience and capacity to fulfill the tasks and powers of members of the Secretariat as prescribed in Clause 4 of this Article.

2. Duties and powers of the Secretariat:

a) Act as a permanent part to help the Organizing Committee receive and respond to information related to the Contest; ensure the relationship between the members of the Organizing Committee, the assistant heads and organizations and individuals directly related to the Contest;

b) Introduce and propose qualified people to join the assisting committees; submit to the Head of the Organizing Committee to decide on the establishment of working groups;

c) Help the Organizing Committee prepare and send notice of the Contest plan to relevant places; prepare the contents of the meetings of the Organizing Committee; Prepare documents and reports for the Contest;

d) Receive and preserve contest entries of participating units and individuals and keep documents for the Contest; manage, distribute and hand over the Contest's materials to the agencies, units and individuals involved in the organization of the exam and the evaluation of the contest contents;

dd) Receive, process and summarize the examination results from the Jury and report to the Head of the Organizing Committee;

e) Propose the plan and submitting to the Head of the Organizing Committee to recognize the contestant's lecturers as having achieved the title of excellent teacher in pedagogy, awards and reward organizations and individuals participating in the Contest;

g) Prepare the final report of the Competition;

h) Keep confidential information as prescribed by the Head of the Organizing Committee when performing tasks;

i) Perform other tasks and powers related to the Contest as assigned by the Head of the Organizing Committee.

3. Duties and powers of the Head of the Secretariat:

a) Manage all activities of the Secretariat, assigning responsibilities to each member of the Secretariat to perform the tasks and powers specified in Clause 2 of this Article;

b) Propose to the Head of the Organizing Committee to replace or supplement members of the Secretariat when necessary;

c) Perform some tasks of members of the Organizing Committee and other tasks related to the Contest as assigned by the Head of the Organizing Committee.

4. Duties and powers of members of the Secretariat:

a) Submit to the assignment and direction of the Head of the Secretariat for the performance of a number of tasks and powers specified in Clause 2 of this Article;

b) Be assigned tasks in accordance with the professional qualifications, experience and capacity of each member.
