What are regulations on the content of expenditure on exam organization and marking of general education in Vietnam?

Pursuant to Article 6 of the Circular 69/2021/TT-BTC stipulating the content of expenditure on exam organization and marking of general education in Vietnam as follows:

1. Expenditure on renting exam venues; the location of the examination (if any);

2. Expenditure on rental and purchase of equipment (if any), supplies, stationery, expenses for printing documents, certificates, cards in service of exam organization and marking;

3. Expenditure on remuneration to members of the Examination Steering Committee, the Examination Council (Secretary Committee, Examination Board, Examination Committee/Team, Examination Board/Team, Examination Board, Examination Board, Review Board, Marking Council) expertise);

4. Expenditure on travel and accommodation in service of exam organization and marking (if any);

5. Expenditure on exam marking (beating, marking, re-examination, evaluation)

a) Expenditure on renting the working place (if any);

b) Expenditure on food and accommodation for participants in concentrated beat-making and special isolation from the outside;

c) Expenditure on the staff to make the beat/marker/review/mark the essay test, multiple-choice test, practice test, speaking test, computer test;

d) Expenditure on travel and accommodation of those who serve the examination/examination/appraisal marking/examination;

6. Expenditure on inspection and examination before, during and after the exam (if any).

What are regulations on the content of expenditure on training and participation in international and regional Olympic competitions of general education in Vietnam?

Pursuant to Article 7 of the Circular 69/2021/TT-BTC stipulating the content of expenditure on training and participation in international and regional Olympic competitions of general education in Vietnam as follows:

1. Expenditure on training teams

a) Expenditure on developing a detailed outline for the training program;

b) Expenditure on translation of reference documents (if any);

c) Expenditure on the person in charge of the training course;

d) Expenditure on compiling and teaching theory and teaching practice;

d) Expenditure on accommodation, transportation, transportation for students and teachers;

e) Expenditure on renting and purchasing chemicals, raw materials and equipment for training (if any).

2. Expenditure on attending exams

a) Expenditure on members of the delegation and students to participate in international and regional Olympic competitions;

b) Expenditure on the preparation of exam questions and sending them to the Organizing Committee of the international and regional Olympic competitions;

c) Expenditure on renting and purchasing chemicals, raw materials, equipment, supplies and stationery for the examination (if any);

d) Expenditure on uniforms for delegations participating in international and regional Olympic competitions, buying gifts (if any).

What are regulations on expenditure on preparing, organizing and taking exams of general education in Vietnam?

Pursuant to Article 8 of the Circular 69/2021/TT-BTC stipulating expenditure on preparing, organizing and taking exams of general education in Vietnam as follows:

1. Actual expenditure on preparing, organizing and taking exams

a) Expenditure on renting a working place for the Council that issues the exam questions and the Council to make copies of the exam questions (if any);

b) Expenditure on renting the exam venue and the examination venue (if any);

c) Expenditure on renting classrooms and laboratories; hiring vehicles for practical field trips, training national teams to participate in regional and international Olympic competitions;

d) Expenditure on purchasing, renting, transporting, installing, processing and inspecting tools, chemicals, raw materials, equipment, practice samples, supplies and stationery in service of exam questions, printing exam questions, organizing exams, marking exams, training teams and participating in international and regional Olympic competitions; expenditure on printing documents, certificates, cards in service of exam organization and marking;

dd) Expenditure on the operation of the Councils issuing the exam questions, the Councils making copies of the exam questions (if any);

Agencies and units assigned to assume the prime responsibility for performing these tasks fully comply with relevant laws on procurement and bidding to organize the implementation; When making payment, there must be all documents and invoices as prescribed. In case of using facilities of other agencies and units (locations, equipment, tools) to carry out the implementation, they still have to pay the costs of electricity, water, sanitation, security, and service, the payment voucher is the contract and liquidation of the work contract between the two parties together with the receipt of the agency or unit lending the facilities; the lessor of the facility shall account this revenue to reduce the unit's operating expenses.

2. Expenditure on translation of reference documents (if any): Apply according to the provisions of Circular No. 71/2018/TT-BTC dated August 10, 2018 of the Ministry of Finance regulating the spending regime for welcoming foreign guests working in Vietnam, the regime of spending on organizing international conferences and seminars in Vietnam and the mode of receiving domestic guests.

3. Expenditure on organizing meetings, seminars and conferences; spending on business trips to inspect and check before, during and after the exam; expenses for accommodation and domestic travel of participants in the organization of the examination and marking (if any), teachers (if any) and students of the national teams during the training process to attend regional and international Olympic competitions: Comply with the provisions of Circular No. 40/2017/TT-BTC dated April 28, 2017 of the Ministry of Finance regulating the regime of working-trip allowances and conference expenses (after hereinafter referred to as Circular No. 40/2017/TT-BTC).

4. Expenditure on paying wages for positions that are members of the Council/Exam Committee (Chairman, Vice President, Commissioner, Secretary, security guard within 24h/24h; Commissioner, Secretary, security guard) outline); Council/Board to copy exam questions (Head, Deputy Head, Commissioner, secretary work in isolation; service staff, police, security guard work in isolation; service staff, police, security guard) outer guard) and members of the test delivery department; Examination steering committee (Head; Deputy Head; Member; Secretary; service staff); Examination Council (Chairman; Vice President; Member); Secretariat of the Examination Council (Head, Deputy Head, Member); Examination Council/Committee (Head; Deputy Head; Member, secretary, supervisor; Police, security); Board/Team (head, deputy head, member, secretary, service staff, security guard working in isolation; service staff, security guard);

5. Expenditure on meals and refreshments in the middle of the day for members of the Council/Board that issues the exam, the Council/Board to print copies of the exam questions, and those who work together during the quarantined working days.

a) Food, refreshments during the actual time of issuing exam questions, making copies of exam questions, making beats: The spending level is equal to 150% of the spending rate specified in Circular No. 40/2017/TT-BTC.

b) Criminal record, money for refreshments in the middle of the rest of the isolation period (isolation to wait for the time to hold the exam without having to directly do the task of making exam questions, printing copies of exam questions, making beats): Comply with the provisions of Circular No. 40/2017/TT-BTC.

6. Expenditure on meals and refreshments in the middle of the day for members participating in the organization of exams and marking (if any), teachers (if any) and students of national teams during the training process. to participate in regional and international Olympic competitions: Comply with the provisions of Circular No. 40/2017/TT-BTC.

7. Expenditure on welcoming and seeing off student delegations participating in regional and international Olympic competitions: Comply with the provisions of Circular No. 102/2012/TT-BTC dated June 21, 2012 of the Ministry of Finance on regulations to determine the regime of working-trip allowances for State cadres and civil servants who go on short-term business trips abroad, funded by the State budget.

8. Expenditure on salary for people issuing exam papers

a) Wages for developing and approving matrix of exam questions and specification of exam questions (Chairman; members): Applying the method of calculating daily wages for each title, regardless of training level and working seniority according to the salary level specified in Articles 3 and 4 of Circular No. 02/2015/TT-BLDTBXH.

b) Proposed remuneration for essay questions: High school graduation exam: maximum 600,000 VND/question; Competition for selecting excellent students at the national level: maximum 1,000,000 VND/subject according to subject; Exam to select students to join the national team to participate in the international Olympic competition: maximum 1,500,000 VND/subject according to subject.

c) The remuneration for the preparation of official and preparatory exam questions with answers and scores for the high school graduation exam; National exam to select excellent students (Scholarship, multiple choice, and speaking test including 10 topics); competition to select teams for the regional and international Olympic competitions (Scholarship, multiple-choice questions); Practice exam of national and international excellent students selection exam, regional and international Olympic team selection exam: Applying the method of calculating daily wages for test takers, regardless of training level and working seniority according to the salary level specified in Articles 3 and 4 of Circular No. 02/2015/TT-BLDTBXH.

9. Expenditure on salary for building exam question bank

a) Expenditure on training and retraining for participants in drafting, editing and completing multiple-choice questions: Apply according to the provisions of Circular No. 36/2018/TT-BTC dated March 30, 2018 of the Ministry of Finance guide the estimation, management, use and settlement of funds for the training and retraining of cadres, civil servants and public employees.

b) Wages for building and approving matrix of exam questions and specification of exam questions (Chairman; members): Applying the method of calculating daily wages for each title, regardless of training level and working seniority according to the salary level specified in Articles 3 and 4 of Circular No. 02/2015/TT-BLDTBXH.

c) Wages for drafting raw questions: up to 70,000 VND/sentence; review, select, appraise and edit questions: maximum 60,000 VND/sentence; edit questions after testing: maximum 50,000 VND/question; edit the questions after testing the exam questions: maximum 35,000 VND/question; review, select and enter questions into the exam question bank in the direction of standardization: maximum 10,000 VND/question.

d) Remuneration in the organization of the mock test: Same as for the official exam.

dd) Fees for analyzing test results for each test subject: VND 1,000,000/report/exam.

e) Remuneration for hiring a multiple-choice sizing expert (Chairman; members): Applying the method of calculating daily wages for each individual, but regardless of training level and working seniority according to salary specified in Articles 3 and 4 of Circular No. 02/2015/TT-BLDTBXH.

10. Fees for marking essay, speaking and practical exams, and computer science tests for high school graduation exams, national contests for excellent students, and national team selection exams; remuneration for marking and reviewing multiple-choice exams; remuneration for re-evaluation of high school graduation essay exam, evaluation of high school graduation essay exam, re-evaluation of national excellent student selection test, evaluation of team selection exam International and regional Olympics (if any); Applying the method of calculating daily wages for examiners, regardless of training level and seniority, according to the salary level specified in Articles 3 and 4 of Circular No. 02/2015/TT-BLDTBXH. The number of tests each examiner must complete in one day according to regulations of the Ministry of Education and Training and localities.

11. Remuneration for the leader and vice-head of the grading teams for the high school graduation exam, the competition for selecting excellent students, the national team selection exam (in addition to the examination fee); 300,000 VND/person/time of examination.

12. Compensation for training national teams; participate in international and regional Olympic competitions

a) Remuneration for staff in charge of training courses; remuneration for theory compilation and teaching, practical compilation and teaching, laboratory assistant, practice; Apply the method of calculating daily or hourly wages according to the salary level specified in Articles 3 and 4 of Circular No. 02/2015/TT-BLDTBXH. The Ministry of Education and Training and localities shall specify remuneration levels according to or not according to training qualifications and working seniority, ensuring that they are appropriate to the actual professional tasks.

b) Fee for preparing exam questions and sending them to the Organizing Committee of international and regional Olympic competitions: 500,000 VND/question.

c) Cost of uniforms for delegations participating in international and regional Olympic competitions: 1,500,000 VND/set/person.

13. Based on funding capacity and actual role of each title specified in Clause 4, Clause 8, Points b, c, e, Clause 9, Clause 10 and Point a, Clause 12, Article 8 of this Circular, the Ministry Education and Training shall stipulate a specific wage rate for each position as a member performing the central examination tasks. The provincial People's Committee shall submit to the provincial People's Council a specific wage rate for each member. Each title is a member performing local exam tasks.
