According to Clause 1 Article 7 of Circular 09/2024/TT-BGDDT (effective from July 19th, 2024), the provisions regarding the public announcement of daily menus are as follows:
Preschool Education Activity Plan and Results
1. Information about the educational activity plan of the educational institution for the academic year:
a) Enrollment plan, which clearly defines the target group, enrollment criteria, enrollment methods, implementation timeline, and related information.
b) Plan for nurturing, caring, and educating children.
c) Regulations on coordination between preschool educational institutions, families, and society.
d) Daily menu for children.
e) Preschool educational services as prescribed (if applicable).
2. Information about the results of nurturing, caring, and educating children in the previous academic year:
a) Total number of children; total number of groups, classes; average number of children per group, class (or merged group, class).
b) Number of children attending merged groups, classes (if applicable).
c) Number of children attending 2 sessions per day.
d) Number of children participating in school meals.
e) Number of children being regularly monitored for health through growth charts and health check-ups.
f) Results of implementing universal preschool education for 5-year-old children.
g) Number of children with disabilities.
3. Educational institutions implementing foreign educational programs or integrated educational programs must publicly disclose the number of children enrolled, categorizing them into Vietnamese and foreign children.
Starting from July 19th, 2024, preschools are required to publicly announce the daily menus for children.

What are the conditions for ensuring the quality of operation of preschools in Vietnam?
According to Article 6 of Circular 09/2024/TT-BGDDT (effective from July 19th, 2024), there are provisions regarding the conditions for ensuring the quality of operation of preschools as follows:
(1) Information about the teaching staff, management personnel, and employees:
- Number of teachers, management staff, and employees categorized by job positions and trained qualifications.
- Number and ratio of teachers and management staff meeting professional standards.
- Number and ratio of teachers, management staff, and employees completing annual training as required.
(2) Information about the infrastructure:
- Land area for constructing the school, branch, or point of education, minimum average area per child, compared to the minimum requirements stipulated.
- Number of administrative and managerial rooms, nurturing, caring, and educating children rooms, dining organization rooms (applicable to schools with cooking facilities), supporting facilities, technical infrastructure, compared to the minimum requirements stipulated.
- Number of existing equipment, materials, and toys, compared to the minimum requirements stipulated.
- Number of outdoor toys, some equipment, and other conditions for caregiving, nurturing, and education services.
(3) Information about the evaluation and accreditation of education quality:
- Results of self-assessment of educational quality by the educational institution, improvement plan after self-assessment.
- Results of external evaluation and recognition of accredited education quality, meeting national standards of the educational institution at specific milestones, plans and results of quality improvement after external evaluation for the next five years and annually.
(4) Educational institutions implementing foreign educational programs or integrated educational programs must publicly disclose the following additional information:
- Program name, country providing the program, detailed information about educational partnership to implement the integrated educational program.
- Name of the quality accreditation agency or authorized agency from a foreign country recognizing the education quality.
- Language used for educational activities.

According to Article 26 of the Education Law 2019, the provisions regarding preschool education institutions are as follows:

1. Kindergartens, independent groups that accept children from 3 months old to 3 years old.
2. Preschools, independent classes that accept children from 3 years old to 6 years old.
3. Preschools, independent classes that combine daycare and kindergarten, and accept children from 3 months old to 6 years old.
