What are regulations on funding for the preparation, organization and participation of the exams applicable to general education in Vietnam?

Pursuant to Article 3 of the Circular 69/2021/TT-BTC stipulating the funding sources as follows:

Funds for performing the tasks specified in this Circular include:

1. State budget sources (budget expenditure on education, training and vocational training) according to the provisions of the Law on State Budget: the central budget ensures funding for the performance of tasks assigned by the Ministry of Education and Training. Training in charge of implementation; local budgets ensure funding for the implementation of tasks presided over by localities.

2. Sources of funding and support from domestic and foreign organizations and individuals; socialized capital sources, lawfully mobilized capital sources and other revenue sources as prescribed by law.

What are management principles for funding for the preparation, organization and participation of the exams applicable to general education in Vietnam?

Pursuant to Article 4 of the Circular 69/2021/TT-BTC stipulating management principles for funding as follows:

1. Agencies, organizations and individuals are responsible for managing and using funds for the right purposes, effectively, openly, transparently and in accordance with the regime.

2. The estimation, payment and settlement of funds for the preparation, organization and participation of the general education exams prescribed in this Circular shall comply with the law on state budget, accounting system.

What are regulations on expenditures on exam paper applicable to general education in Vietnam?

Pursuant to Article 5 of the Circular 69/2021/TT-BTC stipulating expenditures on exam paper as follows:

1. Expenses for preparing exam questions

a) Expenses for renting a working place for the Council/Board that issues the exam questions (hereinafter referred to as the Board for examination) (if any);

b) Expenses for the development and approval of the exam matrix and the exam specification;

c) Make a proposal for essay questions (only applicable for exam subjects without question bank);

d) Paying out official and preparatory exam questions (drafting, evaluation, and critique) with answers and scorecards;

dd) Expenses for purchasing, renting, transporting, installing and inspecting tools, chemicals, raw materials, equipment, practice samples, supplies and stationery;

e) Expenses on remuneration for members of the Council to issue exam questions; expenses for accommodation and meals for members of the Council to take the exam and related people (if any) during the days of special isolation from the outside; expenses for the activities of the Examination Council (printing, delivery of documents);

2. Expenses for the construction of the exam question bank

a) Expenses for organizing training and retraining for participants in the drafting and editing of multiple-choice questions;

b) Expenses for the development and approval of the exam matrix and the specification of the exam questions;

c) Spending on drafting raw questions;

d) Expenses for reviewing, selecting, evaluating and editing questions;

dd) Expenses for testing, analysis and evaluation of questions;

e) Only edit questions after the test;

g) Expenses for building test questions; organization of testing and analysis and evaluation of post-test questions;

h) Only correcting the questions after testing the exam questions;

i) Expenses on reviewing, selecting and entering questions into the exam question bank in the direction of standardization (managed on computer software);

k) Expenses on travel and accommodation for members working in the construction of the exam question bank (if any); working place rental expenses; expenses for renting, purchasing, transporting, installing and inspecting equipment, tools, supplies and stationery; printing and document delivery.

3. Expenses for printing and copying exam papers

a) Pay for the Board/Board to make copies of exam papers;

b) Expenses for renting a working place for the Council/Board to print copies of exam questions (if any);

c) Expenses for purchasing, renting, transporting, installing and inspecting equipment, tools, supplies and stationery.

d) Expenses of accommodation and meals for participants in printing and copying exam papers during the days when the Board/Department of Printing is concentrated in special isolation from the outside; expenses for the operation of the Council/Board for copying exam questions (printing, delivering documents).
