Pursuant to Article 12 of the Circular 42/2021/TT-BGDĐT stipulating exploitation and use of information in education and training database in Vietnam as follows:

1. Information in education and training database is used uniformly across the country and has legal validity in education and training management.

2. The form of exploitation and use of information in the education and training database is done through the provided account, through the connection axis to exchange data or documents.

3. The use of information in education and training databases must comply with the provisions of the law on data ownership and protection of personal information safety.

4. Education management agencies and educational institutions may exploit and use information within the scope of their management; promulgate internal regulations on data management, use and exploitation, in which specifying responsibilities for management and exploitation of information from user accounts; receive and handle comments and complaints about data within management competence.

5. Agencies, organizations and individuals outside the education sector that wish to use information from education and training database shall comply with the law on access to information.

6. For information related to higher education institutions under the Ministry of Public Security and the Ministry of National Defense, the reporting, exploitation and use of information must comply with regulations on information security, national security and defense according to regulations of the Law.

What are regulations on guidance, technical support for the use of education and training database in Vietnam?

Pursuant to Article 13 of the Circular 42/2021/TT-BGDĐT stipulating guidance, technical support for the use of education and training database in Vietnam as follows:

1. The Ministry of Education and Training (Information Technology Department) provides electronic documents on user manuals and related documents to serve training needs, instructions on the use of educational database and user training; receives information about requesting technical support and user manual via email address [email protected].

2. The organization of guidance and technical support on the use of education and training database in localities shall be carried out by localities and educational institutions according to conditions and needs.

3. In the course of use, if detecting technical problems related to education and training database, educational institutions, lower departments of education and training, departments of education and training gather the opinions and report to the Ministry of Education and Training (via the Information Technology Department) for timely handling measures.

What are regulations on technical requirements of data and connection to education and training database in Vietnam?

Pursuant to Article 14 of the Circular 42/2021/TT-BGDĐT stipulating technical requirements of data and connection to education and training database in Vietnam as follows:

1. Technical regulations on data, technical regulations on connection and instructions on connection and exchange of data with education and training database are issued in different versions by the Ministry of Education and Training, and publicly announced on the web portal of the Ministry of Education and Training.

2. Management software in educational institutions, local educational database is supported to connect and exchange data with education and training database. The agency in charge of management software or educational database in the locality shall contact and coordinate with the Ministry of Education and Training (via the Information Technology Department) for guidance and support in connection and exchange of data on education and training database.

3. List of educational management software at educational institutions, local education databases that meet technical regulations data and connection with education and training database are publicly announced on the web portal of the Ministry of Education and Training.

What are regulations on reporting data of the Database of Education and Training in Vietnam?

Pursuant to Article 11 of the Circular 42/2021/TT-BGDĐT stipulating eporting data of the Database of Education and Training in Vietnam as follows:

1. The content of the report, the reporting period, and the time limit for reporting data on the education and training database shall comply with regulations on statistical reporting regime of the education sector and at the request of the Ministry of Education and Training

2. The data reporting on the education and training database is done through the provided account or through the data integration axis according to the guidance of the Ministry of Education and Training.

3. The Departments of Education and Training is responsible for guiding and urging the implementation of reports and data management under its management on the education and training database; take responsibility for and ensure complete and accurate data and timely reports at the request of the Ministry of Education and Training.

4. The Lower Departments of Education and Training shall have to organize, guide and urge the implementation of reports and data management under its management on the education and training database; ensure complete and accurate data and report on time as required by the Ministry of Education and Training and competent agencies.

5. Pre-school, general education and continuing education institutions are responsible for managing and updating data reports on education and training databases; ensure complete and accurate data and report on time as required by the Ministry of Education and Training and competent agencies.

6. Higher education institutions and pedagogical colleges are responsible for managing and updating data on education and training databases; take responsibility for and ensure complete and accurate data and timely reports at the request of the Ministry of Education and Training.
