What are regulations on evaluation of library of preschools and primary and secondary schools in Vietnam?
Pursuant to Article 25 of the Regulations on standards for libraries of preschools and primary and secondary schools issued together with the Decision 16/2022/TT-BGDĐT stipulating evaluation of library of preschools and primary and secondary schools in Vietnam as follows:
1. Library evaluation principles
a) Ensure objectivity, accuracy, truthfulness, publicity, transparency and equality in evaluating libraries of preschools, primary schools, secondary schools and multi-level schools through statistics; calculation and collection of data at libraries;
b) Periodic assessment at the end of the school year.
2. Library evaluation levels
a) Libraries meeting standards Level 1
All standards: Information resources, facilities, specialized equipment, library operations, library management must meet Level 1 standards in this document;
b) Libraries meeting standards Level 2
All standards: Information resources, facilities, specialized equipment, library operations, library management must meet Level 2 standards in this document;
3. Library’s self-assessment
a) Report on self-assessment of library activities of preschools, primary schools, lower secondary schools and multi-level schools (the highest level is lower secondary school) shall be made by librarians, checked and approved by the principal and sent to the Department of Education and Training the application for appraisal and recognition;
b) Report on self-assessment of library activities of upper secondary schools and multi-level schools (the highest level is upper secondary school) shall be made by librarians, checked and approved by the principal and sent to the Department of Education and Training the application for appraisal and recognition;
c) The library self-assesses its activities annually at the end of the school year according to this document and sends a report on the results of self-assessment to the education authority within 60 days after the end of the school year.
4. Library evaluation and recognition
a) The education authority shall evaluate and recognize the library meeting the standard level by one or the following methods:
- Approve the report on the results of self-assessment of the library's activities;
- Directly evaluate activities at the library;
- Online through data processing software system;
b) Evaluation and recognition of libraries of preschools, primary schools, lower secondary schools and multi-level schools (the highest level is lower secondary school) shall be conducted by the Department of Education and Training;
c) Evaluation and recognition of libraries of upper secondary schools and multi-level schools (the highest level is upper secondary school) shall be conducted by the Department of Education and Training;
d) The library evaluation and recognition cycle is 5 years.
5. Library evaluation results are used for educational quality assessment and national standard recognition of preschools, primary schools, and secondary schools, multi-level schools and other activities as prescribed by law.
What are responsibilities of education authority and educational institutions in evaluation of library of preschools and primary and secondary schools in Vietnam?
Pursuant to Clause 1 Article 26 of the Regulations on standards for libraries of preschools and primary and secondary schools issued together with the Decision 16/2022/TT-BGDĐT stipulating responsibilities of education authority and educational institutions in evaluation of library of preschools and primary and secondary schools in Vietnam as follows:
a) Advise the People's Committee of the province to invest in building or renovating the library of upper secondary schools and multi-level schools (the highest level is upper secondary school) to ensure that they meet the standards promulgated in this document;
b) Organize the evaluation and recognition of libraries of upper secondary schools and multi-level schools (the highest level is upper secondary school) according to the standards promulgated in this document;
c) Report on the management and use of libraries of preschools, primary schools, secondary schools and multi-level schools to the People's Committee of province and the Ministry of Education and Training;
d) Take charge and direct the implementation of library interoperability between libraries of upper secondary schools and multi-level schools (the highest level is upper secondary school); coordinate with the provincial library authorities to organize the implementation of library interoperability between the libraries of upper secondary schools and multi-level schools (the highest level is high school) and provincial libraries;
dd) Direct, inspect and supervise education and training departments, upper secondary schools, multi-level schools (the highest level is upper secondary school) in managing and using the libraries according to regulations.
What are responsibilities of the Division of Education and Training in evaluation of library of preschools and primary and secondary schools in Vietnam?
Pursuant to Clause 2 Article 26 of the Regulations on standards for libraries of preschools and primary and secondary schools issued together with the Decision 16/2022/TT-BGDĐT stipulating responsibilities of the Division of Education and Training in evaluation of library of preschools and primary and secondary schools in Vietnam as follows:
a) Advise the People's Committee of the district to invest in building or renovating the library of preschools, primary schools, lower secondary schools and multi-level schools (the highest level is lower secondary school) to ensure that they meet the standards promulgated in this document;
b) Organize the evaluation and recognition of libraries of preschools, primary schools, lower secondary schools and multi-level schools (the highest level is lower secondary school) according to the standards promulgated in this document;
c) Report on the management and use of libraries of preschools, primary schools, lower secondary schools and multi-level schools (the highest level is lower secondary school) to the People's Committee of district and the Department of Education and Training;
d) Take charge and direct the implementation of library interoperability between libraries of preschools, primary schools, lower secondary schools and multi-level schools (the highest level is lower secondary school); coordinate with the library authorities of communes and districts to organize the implementation of library interoperability between the libraries of preschools, primary schools, lower secondary schools and multi-level schools (the highest level is lower secondary school)and libraries of communes, districts;
dd) Direct, inspect and supervise preschools, primary schools, lower secondary schools and multi-level schools (the highest level is lower secondary school) in managing and using the libraries according to regulations.
What are responsibilities of educational institutions in evaluation of library of preschools and primary and secondary schools in Vietnam?
Pursuant to Clause 3 Article 26 of the Regulations on standards for libraries of preschools and primary and secondary schools issued together with the Decision 16/2022/TT-BGDĐT stipulating responsibilities of educational institutions in evaluation of library of preschools and primary and secondary schools in Vietnam as follows:
a) Advise the competent authorities to make investment plans to build or renovate libraries for preschools, primary schools, secondary schools and multi-level schools to ensure that they meet the standards promulgated in this document;
b) Annually organize self-assessment of library activities according to the standards promulgated in this document and request the superior education authority to evaluate and recognize the library;
c) Report on the management and use of the library by the superior education authority;
d) Initiate the library interoperability implementation according to regulations;
dd) Organize the management and use of the library in accordance with regulations.
