Allocation of estimates on reducing, exempting tuition in Vietnam is specified in Article 24 of Decree 81/2021/ND-CP, specifically:
Based on decision assigning state budget estimates of Prime Minister:
1. People’s Committees of provinces shall present decisions on allocation of implementation expenditure for students in private primary education institutions within estimates for education and training to People's Councils of the same level.
2. Ministries and central government authorities shall decide to allocate expenditure on reducing, exempting, and financing studying costs for public vocational education institutions and higher education institutions as per the law.
