What are principles of library interoperability between preschools, primary schools, lower secondary schools and multi-level schools in Vietnam?

Pursuant to Clause 1 Article 4 of the Regulations on standards for libraries of preschools and primary and secondary schools issued together with the Decision 16/2022/TT-BGDĐT (takes effect from 07/01/2023) stipulating principles of library interoperability between preschools, primary schools, lower secondary schools and multi-level schools in Vietnam as follows:

1. Principles of library interoperability

a) Library interoperability between preschools, primary schools, lower secondary schools and multi-level schools (the highest level is lower secondary school) are implemented at the same school level in the same district; between preschools, primary schools, lower secondary schools, multi-level schools (the highest level is lower secondary school) and libraries of commune and district in the same area;

b) Library interoperability between upper secondary schools and multi-level schools (the highest level is upper secondary school) are conducted at the same school level in the same district or province; between upper secondary schools, multi-level schools (the highest level is upper secondary school) and libraries of district and province in the same area;

c) Libraries with secured and compatible information technology facilities; that ensure digital information resources and have enough human resources to meet, operate, use and share can be linked with libraries of other educational institutions without limitation of interoperability space;

d) Libraries participate in connection on the basis of voluntary connection, sharing, and contribution of library resources to the interconnected group; libraries agree upon cooperation to ensure uniform use process, the information is managed by software, accessible by computers, phones and other electronic devices; libraries in different areas can agree to participate in the interoperability by sharing and contributing digital information resources;

dd) Ensure the management and use of interconnected information resources for the right purposes, effectively and in accordance with the regulations on interoperability;

e) Comply with the provisions of the law on intellectual property, science and technology, information technology, network security and relevant provisions of the law.

What are regulations on forms and mechanism of library interoperability between preschools, primary schools, lower secondary schools and multi-level schools in Vietnam?

Pursuant to Clause 2 and 3, Article 4 of the Regulations on standards for libraries of preschools and primary and secondary schools issued together with the Decision 16/2022/TT-BGDĐT (takes effect from 07/01/2023) stipulating forms and mechanism of library interoperability between preschools, primary schools, lower secondary schools and multi-level schools in Vietnam as follows:

2. The form of library interoperability

a) Digital information resources: Libraries in the group share the database of records, catalogs of digital information resources at different levels organized according to the library practice structure and database access rights;

b) Information resources in print form: Libraries in the group rotate information resources such as textbooks, teacher’s books, reference books, newspapers, magazines, novels and education pictures and other materials periodically by semester, school year.

3. Library interoperability mechanism

a) Leading library

- Appointed as the focal point to connect libraries in the group to regulate, coordinate, supplement, update and share information resources. The leading library is prioritized for construction from the state budget as prescribed;

- Responsible for maintaining and developing the shared digital information resource system; support data management for libraries in the group; acting as a focal point for exchanging information resources, providing access to digital information resources and using the system; conducting quality control of records; directing the unification and standardization of the records of the libraries in the group; guiding and supporting the libraries in the group in terms of expertise and practice;

b) The participating libraries are responsible for sharing and contributing their information resources to the interoperability group according to their charter and regulations on communication; participating in formulating regulations on the level of sharing and access rights of library users; using the results of processing information resources, information products and services of other libraries to serve library users.

What are regulations on library management software in Vietnam?

Pursuant to Clause 4 Article 4 of the Regulations on standards for libraries of preschools and primary and secondary schools issued together with the Decision 16/2022/TT-BGDĐT (takes effect from 07/01/2023) stipulating library management software in Vietnam as follows:

4. General regulations on library management software

a) Requirements pertaining to library management and operations

- Ensure compliance with requirements pertaining to library management and operation; manage the library's information resources; ensure convenience in looking up information resources for learning, entertainment, scientific research, improving the professional level of library users in preschools, primary schools, secondary schools and multi-level schools;

- Possibility to export statistical forms, electronic books and data to serve library management; support reporting.

b) Data connection and sharing

- Support the interoperability and sharing of data between libraries in the interoperability group and between libraries;

- Connect and share data with the database system of the education and training sector to serve the work, management, reporting and statistics of the Ministry of Education and Training, the education authorities in the management of libraries of preschools, primary schools, secondary schools and multi-level schools.
