Based on Article 3 of Circular 29/2024/TT-BGDDT on the principles of extra classes:

Article 3. Principles of extra classes

  1. Extra classes can only be organized when students, learners (hereafter referred to as students) have the need for extra classes, voluntarily choose to learn more, and have obtained consent from parents or guardians (hereafter referred to as parents of students). Schools, organizations, or individuals organizing extra classes are not allowed to use any form to force students to learn more.
  1. The content of extra classes shall not contradict Vietnamese law, nor convey biases about ethnicity, religion, occupation, gender, or social status. The official curriculum according to the school's educational plan must not be reduced for the purpose of incorporating it into extra classes.

The principles of extra classes are regulated as follows:

- Extra classes are organized only when students have the need and voluntarily choose to take extra lessons with the consent of their parents or guardians. Schools, organizations, or individuals organizing extra classes must not use any form to force students to attend extra lessons.

- The content of extra classes must align with Vietnamese law and must not carry biases about ethnicity, religion, occupation, gender, or social status. The school's official curriculum should not be reduced to accommodate extra classes.

- Extra classes should contribute to the development of students' qualities and abilities; it must not affect the organization and implementation of the school's educational program and the teachers' teaching duties.

- The duration, time, place, and form of organizing extra classes must be compatible with the age, psychological and physical health of students; adhere to legal regulations on working hours, overtime, and comply with regulations concerning security, order, safety, environmental hygiene, and fire prevention at the location of extra classes.

In which cases is extra class not permitted in Vietnam?

According to Article 4 of Circular 29/2024/TT-BGDDT, the cases that are prohibited from organizing extra classes include:

- Extra classes is not to be organized for primary students, except for supplementary programs in arts, physical education, and life skills training.

- Teachers currently employed by schools are not allowed to charge students for extra classes outside of school hours if those students are already part of the teachers' assigned responsibilities according to the school's education plan.

- Teachers from public schools are not permitted to manage or administer extra classes outside of the school but are allowed to participate in teaching extra classes outside the school.

What are the objectives of general education in Vietnam?

Based on Article 29 of Education Law 2019, the objectives of general education are stipulated as follows:

Article 29. Objectives of General Education

  1. General education aims to comprehensively develop learners in ethics, intellect, physical education, aesthetics, basic skills, personal capacity development, dynamism, and creativity; to shape the personality of socialist Vietnamese individuals and civic responsibility; to prepare learners for advanced university education, vocational education, or participation in labor, national construction, and defense.
  1. Primary education aims to form the initial foundational basis for development in ethics, intellect, physical education, aesthetics, and students' capacities; to prepare students for lower secondary education.
  1. Lower secondary education aims to consolidate and enhance the results of primary education; to ensure that students have foundational general education knowledge and minimal essential understanding of technology and career orientation to pursue upper secondary school or vocational education programs.
  1. Upper secondary education aims to equip students with civil knowledge; to ensure the consolidation and advancement of lower secondary education achievements, complete general educational knowledge, and general understandings about technology and career orientation; to provide conditions for the development of personal capacities to choose pathways for further development, continue higher education programs, vocational education, or participate in labor, national construction, and defense.

Thus, the objectives of general education are to comprehensively develop learners regarding ethics, intellect, physical education, aesthetics, basic skills, develop personal capacity, dynamism, and creativity; to shape the personality of socialist Vietnamese individuals and civic responsibility; and to prepare learners for continued university education, vocational education, or participation in labor, national construction, and defense.
