The tasks of colleges are regulated under Clause 1 Article 8 of Circular 15/2021/TT-BLDTBXH (effective from December 15, 2021) as follows:
a) Organize and implement higher education programs, intermediate level programs, elementary level programs, and regular training programs according to the regulations of the Minister of Labor - War Invalids and Social Affairs;
b) Compile, develop, or select and approve training programs, teaching materials for each field and profession of the college according to the regulations of the Minister of Labor - War Invalids and Social Affairs;
c) Develop enrollment plans and organize admissions according to the regulations of the Minister of Labor - War Invalids and Social Affairs;
d) Organize training activities; conduct examinations, assessments, and recognition of graduation; print, manage, and issue higher education diplomas, intermediate level diplomas, elementary level certificates, and training certificates according to the regulations of the Minister of Labor - War Invalids and Social Affairs. Organize practical training in health and specialized fields according to the regulations of the Government;
dd) Manage students, organize physical education, sports, cultural, artistic, and other comprehensive education activities for students according to the regulations of the Minister of Labor - War Invalids and Social Affairs;
e) Provide career counseling, vocational guidance, and job placement for students and organize activities to support students in starting their own businesses according to the regulations of the law;
g) Implement policies to support elementary level training, training under 03 months for rural workers, female workers, disabled people, and other policies according to the regulations of the law;
h) Recruit, employ, and manage the teaching staff, managerial officials, civil servants, and employees of the college to ensure an adequate number and suitability in terms of fields, professions, scale, and level of training according to the regulations of the law;
i) Send or organize training and professional development for the teaching staff, managerial officials, civil servants, and employees of the college to enhance their professional competence according to the regulations of the law;
k) Coordinate with businesses, organizations, individuals, and families of students in vocational education activities and career counseling, vocational guidance; organize visits, internships for the teaching staff, and students at businesses and provide support for employment for students according to the regulations of the law;
l) Coordinate with lower secondary schools, upper secondary schools, vocational education centers - regular education, and regular education centers to disseminate information, provide vocational guidance, and guide students to pursue different levels of vocational education;
m) Carry out scientific and technological tasks in vocational education, apply research results, and transfer new technologies to serve the economic and social development of the ministry, sector, and locality;
n) Implement democracy and transparency according to the regulations of the law in the implementation of training tasks, scientific and technological tasks, application of research results and technology transfer into teaching practice, career counseling, vocational guidance for students. Establish mechanisms for students to participate in evaluating training activities; teachers to participate in evaluating the managerial officials, public employees, and employees of the college;
o) Manage and use land, facilities, equipment, and finances, assets of the college according to the regulations of the law;
p) Provide data on the organization of vocational education activities of the college to build a database on vocational education; implement regular and ad hoc reporting regimes according to the regulations;
q) Perform other tasks as prescribed by the law.
