What are new regulations on the priority points for university admission from 2023 in Vietnam?

Pursuant to Article 7 of the Regulation on university and college admissions regarding early childhood education issued together with the Circular 08/2022/TT-BGDDT stipulating the priority points for university admission in 2023 as follows:

Priority policy in admissions

1. Priority by region (according to Annex I of the Regulation)

a) Priority points applied to Region 1 (KV1) are 0.75 points, rural areas 2 (KV2-NT) are 0.5 points, Region 2 (KV2) are 0.25 points; area 3 (KV3) is not given priority points;

b) The enrollment area of ​​each candidate is determined by the location of the school where the candidate has studied for the longest period of time during their high school (or intermediate) level; if the study time (longest) in the same areas, it shall be determined according to the area of ​​the school in which the candidate attended last;

c) The following cases are entitled to regional priority according to the place of permanent residence:

- Students of boarding schools for ethnic minorities are entitled to the State's priority and preferential regimes according to regulations;

- Students who have permanent residence (during high school or intermediate school) for more than 18 months in zone III communes and communes with extremely difficult villages in ethnic minority and mountainous areas as prescribed by the Minister, Chairman of Committee for Ethnic Minority Affairs and Prime Minister; particularly difficult communes in coastal and island areas; extremely difficult communes, border communes, and safe zone communes in the investment category of Program 135 (according to Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister); especially disadvantaged villages and communes in the areas prescribed by the Prime Minister if they attend high school (or intermediate school) at the location in the district, town or city directly under the province having at least one of the communes facing special difficulties.

- Military; Officers, non-commissioned officers and conscripts in the People's Public Security who are sent to be recruited, if they are stationed for 18 months or more in any region, they shall enjoy priority according to that region or according to their places of permanent residence before joining the army. five, whichever has higher priority; if they are stationed for 18 months or more in areas with different priority levels, they shall enjoy priority according to the regions with longer periods of stationing; if under 18 months, they will enjoy regional priority according to the place of permanent residence before enlistment;

d) From 2023, candidates will be entitled to the regional priority policy as prescribed in the year of graduating from high school (or intermediate school) and the following year.

2. Priority according to policy objects (according to Appendix II of the Regulation)

a) The priority score applied to UT1 group (including subjects 01 to 04) is 2.0 points and to UT2 subjects group (including subjects 05 to 07) is 1.0 points;

b) Priority points for other policy beneficiaries (defined in current legal documents) shall be decided by the Minister of Education and Training;

c) Candidates belonging to many categories of policy beneficiaries specified at Points a and b of this Clause will only be counted with the highest priority score.

3. The priority points specified in this Article correspond to the total score of 3 subjects (in the combination of subjects for admission) on a 10-point scale for each test/exam (without multiplying the coefficient); In case the enrollment method uses a different scale, the priority score will be converted to the same level.

4. From 2023, priority points for candidates with a total score of 22.5 or higher (when converted to points on a scale of 10 and a maximum total score of 3 subjects is 30) is determined by the following formula:

Priority points = [(30 - Total points achieved)/7.5] x Priority points specified in Clauses 1 and 2 of this Article

Thus, from 2023, the priority score for university admission candidates with a total score of 22.5 or higher will begin to decrease gradually to 0 when the candidate achieves a maximum total of 30 points in 3 subjects. according to the following formula:

Priority points = [(30 - Total points achieved)/7.5] x Priority points specified in Clauses 1 and 2 of this Article

Pursuant to Arppendix I of the Regulation on university and college admissions regarding early childhood education issued together with the Circular 08/2022/TT-BGDDT stipulating division of areas to calculate priority scores for university admissions in Vietnam as follows:

Area 1 (KV1)

Areas I, II, III and communes with extremely difficult villages in ethnic and mountainous areas; particularly difficult communes in coastal and island areas; especially difficult communes, border communes, and safe zone communes are eligible for investment under Program 135 according to the Prime Minister's regulations.

Rural Area 2 (KV2-NT)

Localities not belonging to KV1, KV2, KV3;

Area 2 (KV2)

Towns and cities directly under the province; suburban towns and districts of central-affiliated cities (except for communes in KV1).

Area 3 (KV3)

Inner urban districts of central-affiliated cities.

What are the basic principles in university admissions in Vietnam?

Pursuant to Article 7 of the Regulation on university and college admissions regarding early childhood education issued together with the Circular 08/2022/TT-BGDDT stipulating the basic principles in university admissions in Vietnam as follows:

- Fairness to candidates

+) Regarding providing information: Each interested candidate is provided with complete, clear, reliable, consistent and timely information to make appropriate decisions and best prepare for enrollment;

+) Regarding the opportunity to apply: No candidate loses the opportunity to apply due to regulations unrelated to qualifications and capacity (except for the regulations of the Ministry of Public Security and the Ministry of National Defense that are specific in the field of defense and security); or due to the enrollment process is troublesome or expensive;

+) Regarding capacity assessment: Candidates must be assessed objectively, fairly and reliably about their learning ability and prospects for success, meeting the requirements of the training program and industry;

+) Regarding the chance of matriculation: Candidates must be given the highest chance of being admitted and the right to determine priority aspirations among the eligible training programs and disciplines;

+) Regarding the implementation of commitments: The training institution must fulfill the commitments to the candidates; advise, support and resolve complaints, protect the legitimate interests of candidates in risky cases.

- Equality among training institutions

+) Regarding cooperation: Training institutions cooperate equally in order to improve the quality and efficiency of enrollment, and at the same time bring the best benefits to candidates;

+) Regarding competition: Training institutions compete honestly, fairly and healthy in enrollment in accordance with the provisions of the law on competition.

- Transparency towards society

+) Regarding information transparency: Training institutions are responsible for publishing enrollment information fully, clearly and promptly through appropriate media for the society and state management agencies to jointly supervise;

+) Regarding accountability: Training institutions are responsible for reporting at the request of state management agencies and giving explanations to society in an appropriate form on major issues that cause frustration to people.
