Who can apply to Universities in Vietnam?
In Article 5 of the Regulation on university and college enrollment in Early Childhood Education, promulgated together with Circular 08/2022/TT-BGDDT, it is stipulated that the subjects who can apply for university admission are as follows:
1. Candidates are determined at the time of admission (before the official announcement of admission results), including:
a) A person who has been recognized as a Vietnamese high school graduate or has a foreign diploma with recognized equivalent qualifications;
b) Those who have graduated from vocational secondary school in the same field of application and have fully completed the required volume of cultural knowledge at high school level as prescribed by law.
2. Candidates specified in Clause 1 of this Article must satisfy the following conditions:
a) Reach the entry threshold as prescribed in Article 9 of this Regulation;
b) Being healthy enough to study according to current regulations;
c) Having sufficient personal information and application documents as prescribed.
3. For a training program or a training discipline applying multiple enrollment methods at the same time, the training institution may specify the subjects and eligibility conditions for each enrollment method, but must comply with the principles specified at Point b, Clause 1, Article 4 of this Regulation.
4. For candidates with disabilities who have reduced learning ability, the training institution shall take necessary measures and create the best conditions for candidates who wish to register for admission and study in appropriate disciplines suitable for the health condition of the candidate.
Thus, subjects to be admitted to the university in Vietnam include:
- Persons who have been recognized as having graduated from high school in Vietnam or have a foreign diploma with recognized equivalent qualifications;
- Persons who have graduated from vocational secondary school in the same field of application and have fully completed the required volume of cultural knowledge at high school level as prescribed by law.
Note: Candidates must meet the following eligibility criteria:
- Reaching the entry threshold for training disciplines;
- Be healthy enough to study;
- Have sufficient personal information, application documents as prescribed.

Who are exempted from the national high school graduation exam in 2023 in Vietnam?
In Article 36 of the High School Graduation Exam Regulations issued together with Circular 15/2020/TT-BGDDT, exemption from all papers of the exam as follows:
1. A person chosen to become a member in the national team for the International or Regional Olympiad of academic subject shall be exempt from all papers of the high school graduation examination if he/she:
a) is chosen in the second semester of 12th grade;
b) has his/her conduct classified as Good and academic performance classified as Good or above in the 12th grade; and
c) is named in a list of exemption of the MOET.
2. A person chosen to become a member in the national team for the International or Regional Olympiad of engineering or arts shall be exempt from all papers of the high school graduation examination if he/she:
a) is chosen in the second semester of 12th grade;
b) has his/her conduct classified as Average and academic performance classified as Average or above in the 12th grade; and
c) is named in an official dispatch on request for exemption and confirmation of training and taking test made by the recruiter sent to the DET before the date of high school graduation exam.
3. People suffering from extremely severe disabilities and severe disabilities as prescribed in clause 1, clause 2 Article 3 of the Government’s Decree No. 28/2012/ND-CP dated April 10 2012; revolutionary activists infected with chemical toxins with the degree of impairment from 61% and above; offspring of revolutionary activists infected with chemical toxins with the degree of impairment from 61% and above must satisfy the following requirements:
a) In the case of disabled students who follow the general education program: They must finish the high school program and meet the requirements as prescribed in clause 2 Article 12 of this Regulation to take the exam; and have the certificate of disability issued by the competent authority;
b) In the case of disabled students who do not meet the requirements of the general education program: They shall have the certificate of the implementation of the individual education plan each year at high school level approved by the headmaster of the school at which they studied; and have the certificate of disability issued by a competent authority;
c) In the case of revolutionary activists and their children infected with chemical toxins: They must finish the high school program and meet the requirements as prescribed in clause 2 Article 12 of this Regulation to take the exam; and have the certificate of infection with chemical toxins with the working capacity loss from 61% and above issued by a competent authority.
Thus, candidates who are exempted from all national high school graduation exams in 2023 will fall into the following cases:
- Person chosen to become a member in the national team for the International or Regional Olympiad of academic subject:
- Person chosen to become a member in the national team for the International or Regional Olympiad of engineering or arts:
- People suffering from extremely severe disabilities and severe disabilities;
- Resistance activists, biological children of resistance activists infected with toxic chemicals, have completed the high school program, are eligible to take the national high school graduation exam, have a certificate of chemical poisoning, and having a working capacity decrease of 61% or more.
