According to Article 8 of Decree 35/2024/ND-CP, the criteria for awarding the title of Meritorious Teacher include:

(1) Individuals who are loyal to the homeland, comply with the Party's guidelines, and adhere to the policies and laws of the state.

(2) Possess good moral qualities as specified in Clause 1 Article 2 of Decree 35/2024/ND-CP.

(3) Meet the following criteria:

- Teachers who have directly taught for 15 years or more. For educational administrators at educational institutions, educational management agencies, and educational researchers, they must have worked in the field for 20 years or more, including at least 10 years of teaching.

- Teachers who show dedication and devotion to the profession, love and treat students fairly, and respect their individuality. They shall have professional credibility, a wide influence in the industry or field, or at the provincial level. They serve as a role model and exemplify excellence in management, teaching, and educational innovation.

- Teachers must possess the ability to provide advice, counsel, and support to colleagues in professional and vocational activities, as well as in the development of professional skills.

Teachers must actively participate in social activities, contribute to the community's interests, and contribute to the cause of education and training. They earn respect from students, colleagues, and the people.

- The criteria for awarding the title of Meritorious Teacher are defined for each group as follows:

+ Preschool teachers and educational administrators who are not covered by the criteria in point g of this Clause must meet the following standards:

Author 01 recognized initiative for effective application in teaching or management, with the potential for replication at the department, board, sector, or provincial level.

Contribute to the development of one training material according to the training programs organized by the department, board, sector, province, or participate in the compilation of one specialized report at conferences or workshops organized by the department, board, sector, province, or participate in the development of a preschool education program that has been approved by the Ministry of Education and Training.

+ Teachers and educational administrators at general education institutions, continuing education institutions, boarding ethnic minority high schools, boarding ethnic minority schools, special education schools, talent schools, preparatory university schools, vocational education centers, and intermediate schools who are not covered by the criteria in point g of this Clause must meet the following standards:

Author 01 recognized initiative for effective application in teaching or management, with the potential for replication at the department, board, sector, or provincial level, or be the leader of one provincial-level scientific and technological task that has been accepted from the achievement level and above.

Contribute to the development of one training material according to the training programs organized by the department, board, sector, province, or participate in the compilation of one specialized report at conferences or workshops organized by the department, board, sector, province, or participate in the development of curriculum, textbooks, subject curricula, and local educational materials approved by the Ministry of Education and Training or competent authorities, or participate in one scientific and technological task at the grassroots level that has been accepted.

+ Teachers and educational administrators at colleges, district-level political centers, provincial political centers, training centers for officials, and public employees of ministries, boards, and departments must meet the following standards:

Author 01 recognized initiative for effective application in teaching or management, with the potential for replication at the department, board, sector, or provincial level, or be the leader of one provincial-level scientific and technological task that has been accepted from the achievement level and above.

Author 05 scientific papers; be the chief editor of one textbook or participate in the compilation of two training materials according to the training programs organized by the department, board, sector, province.

+ Teachers and educational administrators at universities and educational research institutions must meet the following standards:

Lead 01 national-level scientific and technological task that has been accepted from the achievement level and above, or lead 02 provincial-level scientific and technological tasks that have been accepted from the achievement level and above.

Author 10 scientific papers; be the chief editor of one textbook, and guide the successful defense of two doctoral dissertations.

+ Managers at department-level educational management agencies and provincial-level educational management agencies must meet the following standards:

Author 02 recognized initiatives for effective application in teaching or management, with the potential for replication at the department, board, sector, or provincial level, or lead one provincial-level scientific and technological task that has been accepted from the achievement level and above.

Contribute to the development of 01 training material according to the training programs organized by the department, board, sector, province, or participate in the compilation of one specialized report at conferences or workshops organized by the department, board, sector, province, or be the author of four effective initiatives in teaching or management, with the potential for replication at the department, board, sector, or provincial level, which have been recognized or rewarded by higher-level agencies or units.

+ Managers at the general department-level educational management agencies, ministries, boards, and departments must meet the following standards:

Lead 01 national-level scientific and technological task that has been accepted from the achievement level and above, or lead two provincial-level scientific and technological tasks that have been accepted from the achievement level and above, or be the author of four recognized initiatives for effective application in teaching or management, with the potential for replication at the department, board, sector, or provincial level.

Author 03 scientific papers or be the chief editor of one textbook; participate in the preparation of four legal normative documents that have been issued.

+ Teachers and educational administrators working for more than 5 years in economically and socially disadvantaged areas or in schools and classes for people with disabilities, inclusive education development support centers must meet the following standards:

Contribute to the development of 01 training material according to the training programs organized by the department, board, sector, province, or participate in the compilation of one specialized report at conferences or workshops organized by the department, board, sector, province, or be the author of two recognized initiatives at the base level that have been officially recognized as effective in teaching or management and have the potential for replication at the base level.

Implement effective measures and solutions in supporting nurturing, teaching, and helping students with special circumstances in educational activities, or implement effective measures and solutions in overcoming difficulties in building schools and classes, attracting and maintaining student enrollment, or have many innovations and creativity in local management, nurturing, and teaching, which have been confirmed or rewarded by higher-level agencies or units.

+ For teachers and educational administrators who have worked continuously for 15 years or more in remote and economically and socially disadvantaged areas, including schools and classes for people with disabilities, and inclusive education development support centers, and have made significant contributions to the local education sector, attracted many students to school, and maintained student enrollment, the district-level council will propose and select no more than 01 exemplary teacher or educational administrator from each evaluation session. Individuals in this category are not required to meet the standards specified in Clause 3 of this Article.

+ The standards for excellent pedagogical talent specified in points a, b, c, d, e, g of this Clause are counted as equivalent to the types of achievements in Appendix I and Appendix II attached to this Decree.

- The contributions and achievements in the field of education and training are defined for each category as follows:

+ Teachers and educational administrators working in economically and socially disadvantaged areas, schools and classes for people with disabilities, and inclusive education development support centers who have received the title of "exemplary soldier in emulation" and "excellent district-level teacher" 03 times; have been awarded commendations according to merits at the ministry, department, sector, or provincial level, or have received state-level commendations or awards.

+ Teachers and educational administrators at educational institutions, educational management officials, and educational researchers who do not fall into the above category and have received the title of "exemplary soldier in emulation" and "excellent district-level teacher" five times; have received the title of "excellent provincial-level teacher" once; have been awarded commendations according to merits at the ministry, department, sector, or provincial level, or have received state-level commendations or awards twice.

+ The standards for contributions and achievements in the field of education and training specified in points a and b of this Clause are converted into equivalent achievements as specified in Appendix I attached to this Decree.

- For heads, deputy heads of agencies, organizations, units; Presidents of University Councils, Vice Presidents of University Councils (if any); Presidents of School Councils, Vice Presidents of School Councils (if any); Directors, Deputy Directors of universities, academies; Rectors, Deputy Rectors of higher education institutions and equivalent positions, the collective led by the individual in charge must have received the title of "Advanced Labor Collective" or "Advanced Unit" for three consecutive years as proposed for consideration, including two of the following commendations: "Outstanding Labor Collective"; "Victorious Unit"; commendations according to merits at the ministry, department, sector, or provincial level; flags of emulation at the ministry, department, sector, or provincial level; state-level commendations or awards.

If the collective does not meet the criteria for the title of "Advanced Labor Collective" or "Advanced Unit," it can be replaced with a flag of emulation at the ministry, department, sector, or provincial level or commendations according to merits at the ministry, department, sector, or provincial level, or state-level commendations or awards.

Is it possible to use the evaluated achievements and awards of state honorary titles to consider awarding the title of Meritorious Teacher in Vietnam?

According to Article 4 of Decree 35/2024/ND-CP, the principles for considering and calculating achievements are as follows:

Principles for considering and calculating achievements:

1. The achievements to be considered for the titles of "People's Teacher" and "Meritorious Teacher" must be attained during the period of work in the education sector. The evaluated achievements and awards of state honorary titles, including People's Doctor, Meritorious Doctor, People's Artist, Meritorious Artist, People's Artisan, and Meritorious Artisan, cannot be used to propose the titles of "People's Teacher" and "Meritorious Teacher".

2. The period of time that individuals attend centralized training after being recruited into the education sector, as determined by competent authorities and management units, is counted as the period of work in the education sector and is not counted as teaching time.

Therefore, individuals are not allowed to use the following evaluated achievements and awards of state honorary titles to be considered for the title of Meritorious Teacher:

People's Doctor;

Meritorious Doctor;

People's Artist;

Meritorious Artist;

People's Artisan.

According to the current regulations in Vietnam, which agencies have the authority to organize the ceremony for awarding the title of Meritorious Teacher?

According to Article 5 of Decree 35/2024/ND-CP, the time for considering, announcing titles, and organizing the award ceremony is as follows:

Time for considering, announcing titles, and organizing the award ceremony:

1. The titles of "People's Teacher" and "Meritorious Teacher" are considered, announced, and awarded every three years on the occasion of the Vietnamese Teachers' Day, which is on November 20th.

2. Ministries, committees, departments, provinces, and national universities are responsible for organizing the award ceremony for the "People's Teacher" and "Meritorious Teacher" titles under their management authority, after being granted by the President.

Therefore, the competent agencies responsible for organizing the award ceremony for the title of Meritorious Teacher are ministries, committees, departments, provinces, and national universities.
